The District of Summerland intends to direct award a contract for wood chipping services at the Summerland Sanitary Landfill to AB Contracting (620241 BC Ltd.). The term of the proposed contract would run until December 31, 2020 and the estimated value of the contract is up to $100,000. The work consists of chipping wood waste, yard waste and tree stumps that are brought to the Summerland Sanitary Landfill. The work must be performed on site in accordance with appropriate safety, fire suppression and dust control procedures. The District originally contracted with AB Contracting for these servicesin 2012. They have been continually engaged by the District of Summerland and have offered to hold their 2012 rates as follows: • Processed cost of $4.80/m3 for particle size ranges of 3/4”to 4”, 3/4”to 3”, 3/4”to 2 1/2” and 1/2”to 2 1/2” • Processed cost of $5.25/m3 for sawdust Rates include all costs including mobilization, demobilization, and removal of any non-grindable contaminants from the stockpiles before chipping. Consistent with the requirements from the District of Summerland’s 2012 Request for Proposals No. 5360-09 - Wood and Organic Waste Reduction Contract, the supplier for this work must: • Maintain Comprehensive General Liability Insurance with coverage of not less than $5,000,000 per occurrence. • Maintain Automobile Liability Insurance with coverage of not less than $5,000,000 per occurrence. • Maintain an account in good standing with WorkSafe BC and comply with the requirements of the British Columbia Employment Standards Act, the Workers Compensation Act, and all other applicable federal and provincial legislation regarding wages and labour regulations. • Be capable of producing chip sizes and sawdust that are suitable for a variety of uses, including particle size ranges of 3/4”to 4”, 3/4”to 3”, 3/4”to 2 1/2”, 1/2”to 2 1/2” and sawdust. • Be capable of removing nails, screws, and miscellaneous metals imbedded in the wood during the reduction process by use of a fully functioning magnetic metal separator of sufficient strength to meet metal removal specifications. • Be available to perform the work on site during Summerland Sanitary Landfill standard operating hours (Monday to Saturday, 8:30am-4:15pm, except holidays). • Use grinders with a minimum horsepower of 700hp. Preference is given to use of horizontal grinders and tub grinders with containment shielding. • Maintain appropriate site safety procedures, noting that other contractors, members of the public, and District staff may be on site. • Provide staff with equipment to allow continuous on-site communication. • Provide appropriate temporary signage to indicate a hazard and install sufficient temporary barriers to segregate the area of work. • Provide appropriate fire suppression and control, including: o A fire suppression reservoir with a minimum capacity of 4.54 cubic meters, which must be maintained at no less than 50% capacity at all times. o Fire suppression equipment, such as pumps, fire hoses, and charged fire extinguishers. • Provide appropriate dust suppression and control. • Have at least five years of related experience chipping and grinding wood, ideally in a landfill setting. • Have an acceptable past performance record with satisfactory references checks. • Have sufficient staff to perform the work. • Be available to start work immediately upon award. The District intends to direct award to AB Contracting because: • Market research indicates that other landfills in the region are paying more for these services following competitive procurement processes. • AB Contracting meets all supplier requirements. • AB Contracting has extensive related experience performing these services in various landfill settings. • AB Contracting is available to begin work immediately upon contract award. • The District believes that AB Contracting is the only supplier that can meet all supplier requirements for the same rates or lower.
