An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service Canada has a requirement to assist offenders in their reintegration into the community by providing continuity of support services. The work will involve the following:
Objectives:
To provide Complex Needs offenders the necessary support to maintain the continuity of specialized services throughout the offender’s sentence.
1.2 Tasks:
Just Us Women Offender Resource Centre
The Contractor must provide the following services:
The Contractor must facilitate Peer Support group for women through the Women Offenders Resource Centre. Each group session is to be a minimum of two hours.
The Contractor must provide Therapeutic-counselling services to individual consumers as referred by the Project Authority.
The Contractor must facilitate Therapeutic intervention group(s). Each group session will be a minimum of two hours.
Community Support Program
The contractor must provide intensive case management services as required upon referral by the Project Authority:
Provide a minimum of weekly therapeutic counseling services to Community Support Program participants.
Consult on a pre and post release basis as required with community groups and government organizations that work with CSC clients to ensure coordination of services.
Facilitate learning opportunities in the areas of mental illness harm reduction strategies and symptom management at the request of the Project Authority.
Facilitate Dialectical Behavior Therapy through individual counselling sessions and/or group work upon mutual agreement with the Project Authority.
Provide Supportive Housing services to those clients who meet eligibility requirements.
Search for safe, affordable housing, advocate for financial resources, liaise and maintain relationships with property owners and provide eviction prevention.
Provide Employment and Education services to those who meet eligibility requirements. These services must include but are not limited to; job coaching and employment maintenance for employment services provided by the Contractor. Additional employment and education services must be utilized only where existing CSC / other contractual interventions cannot meet the need and objective of the service.
Community Mental Health Worker
The contractor may be required to provide services on a one-to-one basis or to a group of offenders depending on the activity and/or need of the offender/offenders. The contractor must provide the following services and activities as requested by the contracting authority:
Provide life skills development in the areas of cooking, shopping, money management, completion of daily chores, attending appointments; encouraging personal care; providing community kitchen activities/ support; accompanying to community inclusion activities and providing healthy community recreation.
Encourage medication compliance and accompany a client if necessary to a medical appointment. Complete medication drop off to participants where requested by the Project Authority.
Crisis intervention and prevention.
Case Conferences
The Contractor must participate in pre and post release case conferences with CSC and stakeholders as requested by the Project Authority.
In – Reach Activities
Upon request from the Project Authority, the Contractor must participate in the NL In-reach Committee meetings hosted by CSC as a resource in order to help identify appropriate release plans for Complex need / mental health offenders.
1.3 Expected results:
To provide offenders with a continuity of support services to assist in their reintegration into the community.
1.4 Performance standards:
When OMS Connectivity is available, the facilitator must complete the following:
A monthly report for each offender referred for service must be forwarded with the monthly invoice within 10 working days.
When OMS Connectivity is available, with secure email, the Contractor must advise the Office Administrator and the Project Authority that the reports are entered in OMS and ready for distribution.
When OMS Connectivity is unavailable to the Contractor, the Casework Records and program reports are to be submitted in hard copy and electronic format. The electronic format must be Microsoft Word 6.0 to XP or a compatible word processing program.
1.5 Deliverables:
1.5.1
Monthly invoice outlining the following must be submitted:
Names of offenders.
Type of service provided.
Number of hours / group session of service per offender.
The monthly written report for each offender referred for service must accompany the monthly invoice for that particular period .
The report must detail activities undertaken in relation to the services/ group sessions provided. The report must include, but not be limited to:
The number and names of offenders in relation to the work completed in the statement of work.
The type of service/ follow up provided for each offender, including an update on case planning issues for individuals accessing services.
1.5.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.6 Constraints:
1.6.1 Location of work:
a. The Contractor must perform the work at 142 Military Road, St. John’s, NL A1C 2E6
b. Travel to the following locations will be required for performance of the work under this contract:
the contractor may travel to various Correctional Facilities in the Atlantic region, for in reach purposes.
1.6.2 Language of Work:
The contractor must perform all work in English.
1.6.3 Security Requirements:
This contract includes the following security requirements:
1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Canadian Industrial Security Directorate (CISD),
Public Works and Government Services Canada (PWGSC ).
2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CISD/PWGSC.
3. The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed at the level of PROTECTED B, including an IT Link at the level of PROTECTED B.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:
(a) Security Requirements Check List and security guide (if applicable), attached at Annex C;
(b) Industrial Security Manual (Latest Edition)
2. Criteria for assessing the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Experience :
Demonstrate that they have 2 or more years of experience, in the past 5 years, working with offenders in relation to community release planning from a provincial institution (ESA), federal institution and or in the community.
Demonstrate that they have 2 years of experience, in the past 5 years, providing services of intervention and/or programming to socially disadvantaged persons including but not limited to persons with mental health issues, intellectually challenged, survivors of childhood trauma and/or individuals involved with the criminal justice system.
Demonstrate that the workers have 2 years of experience, in the past 5 years, providing support to complex needs mental health offenders on an individual and/or group basis.
3. Applicability of the trade agreement (s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement (s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
There is a limited number of suppliers available to provide support and intensive case management services to CSC offenders with complex needs. Stella’s Circle Community Services Inc. is a community non-profit organization, which provide a broad range of services, including affordable housing, clinical services and employment services in the community. They are the only known organization capable of successfully completing this work. No other organization is known to possess the infrastructure, experience or working knowledge to deliver the programs.
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the
Government Contracts Regulations
is invoked for this procurement under subsection: (d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion (s) and/or limited tendering reasons are invoked under the section of the trade agreement (s) specified:
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
There are no intellectual property terms in the contract.
10. Period of the proposed contract or the delivery date(s)
The proposed contract is for a period of 1 year, from July 1 st , 2019 to June 30 th , 2020
with an option to extend the contract for 4 additional 1-year periods.
11. Cost estimate of the proposed contract
The estimated value of the contract, including option(s), is $560,144.29 (GST/HST extra).
