Request for Proposal (RFP) No. 16148843-23
This Request for Proposals (RFP) is an invitation by the Toronto Police Services (TPS) to prospective and qualified proponents to submit proposals for fabrication and delivery of the following:

Remote and Piloted Aircraft System (RPAS) vehicle (TPS to provide a 2022 Ford Transit 350 AWD chassis) and/or
Explosive Disposal Unit (EDU) vehicle (TPS to provide a 2022 Ford 550 chassis 4x4 SD)

as further described in section 5 of this RFP. Interested proponents will provide technical and pricing proposals as per sections 1.2 and 7. For information on intention of award, refer to section 2.13 of this RFP.

Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. (Toronto local time) on Thursday July 13th, 2023 (Revised per Addendum No. 2).

Objective
The objective of this Request for Proposals (RFP) is to solicit proposals from qualified vendors for the custom fabrication, supply, and delivery of a Remotely Piloted Aircraft System (RPAS) and an Explosive Disposal Unit (EDU) Vehicles for the Toronto Police Service (TPS). The primary goal of this acquisition is to enhance the TPS's capabilities by identifying rapidly deploy, cost-effective, modernized capabilities to support specialized and public safety operations.

The RPAS and EDU Vehicles are critical assets that will support the TPS in its mission to ensure public safety and enhance operational effectiveness. The TPS aims to achieve the following objectives through this acquisition:

Rapid Deployability: The RPAS and EDU Vehicles should be designed to provide quick deployment capabilities, allowing the TPS to respond swiftly to emergency situations, public safety incidents, and other law enforcement operations. The vehicles should be equipped with features that enable rapid mobilization, setup, and operational readiness to minimize response times.
Cost-Effectiveness: The proposed solutions should offer cost-effective options for the fabrication, supply, and delivery of the RPAS and EDU Vehicles. The TPS seeks solutions that provide long-term value through efficient maintenance, low operational costs, and durability. The TPS is particularly interested in innovative approaches that optimize cost without compromising performance or safety.
Modernization: Where applicable the RPAS and EDU Vehicles should incorporate the latest technologies and capabilities to ensure compatibility with modern law enforcement practices. The proposed solutions should leverage the latest advancements in drone systems, robotics, communication, and sensory technologies, empowering the TPS to effectively handle complex scenarios and emerging threats.
Public Safety Enhancement: The RPAS and EDU Vehicles should significantly contribute to the TPS's efforts to enhance public safety. The vehicles should be designed to support critical functions, such as aerial surveillance, search and rescue operations, traffic monitoring, and explosive disposal. The proposed solutions should prioritize safety features, efficient data collection and analysis, and seamless integration with existing TPS infrastructure and operations.

By procuring a customized RPAS and EDU Vehicle that meets these objectives, the TPS aims to bolster its operational capabilities, increase response efficiency, and ensure the safety and well-being of the public. The TPS encourages innovative and comprehensive proposals that address all aspects of the project, including fabrication, supply, delivery, training, maintenance, and ongoing support.

Mandatory Requirements
Proponents to refer to section 1.2 of the RFP addressing required forms for submission, and Appendix I for Mandatory Technical Requirements
Only those firms satisfying the mandatory requirements will proceed to stages 2 and 3 of the evaluation process.

Term of the Contract (Revised per Addendum No. 2)
The term of the contract(s) for the provision of services shall commence upon award through to January 31, 2024, whereby all expected deliverables are to be completed.
If required, the TPSB/TPS reserves the right to extend this contract on a month to month basis, or based on a selection of strategic activities that are determined to be best executed by the successful team.

There is a possibility that contract renewals or extensions may be required for additional executive searches, and shall be at the sole discretion of the TPSB/TPS.

Piggyback (if applicable)
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.
If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.

Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
