Description

This Request for Proposals (the “RFP”) is an invitation by the Town of Cochrane (the “Town”) to submit non-binding proposals for the provision of advertising service on the Town’s fleet of Cochrane On-demand Local Transit (“COLT”) public transit buses. The “Service” is a turn-key solution for advertising services on the interior and exterior of buses. The service includes but is not limited to: ad client management, installation of advertising hardware (e.g. ad frames), ad printing, ad installation, ad removal/ replacement and reporting. The successful Proponent will be invited to enter into contract negotiations with the Town for the provision of the Service from May 2020 until September 30, 2024, but this date is subject to change.

The Town has eight (8) ARBOC Spirt of Freedom 2019/2020 buses available for advertising space (see Appendix A - Vehicle Specifications and Photos). Currently, the service schedule is Monday to Friday 6:00am to 8:00pm (excluding statutory holidays) and Saturdays 9:00am to 3:00pm. During weekday peak hours (6:00am – 9:00am & 3:00pm – 6:00pm) four (4) buses operate, while only two (2) buses operate during off peak hours and Saturdays. However, additional vehicle hours are possible pending Town Council approval.

Due to high user demand for COLT and with a planned regional integration with Southland’s On-It service to Calgary, the Town is already planning to add fixed routes and additional buses onto the road during peak hours.

For the first two years of service, advertising space available for all eight (8) buses will be the full bus interior, exterior rear wrap, and bicycle rack sign. Following year two of service partial exterior side wraps will be available for advertising (see Appendix B - Advertising Locations). Potentially full bus wraps will be available if COLT branding is still included and with written approval by the Town.
