RFQ 7-2020 - Processing and Marking of Recyclable Material

The purpose of this Request for Qualifications (RFQ) is to determine if there are qualified public or private sector proponents who have the expertise, equipment and capacity to process and market the recyclable material collected by the Towns of Arnprior & Renfrew and the Township of McNab/Braeside. This Recycling Processing and Marketing RFQ is the first stage in a two stage procurement evaluation process being undertaken by the Town of Arnprior & Renfrew and Township of McNab/Braeside, which seeks to identify the most cost effective and appropriate combination of recycling collection and delivery contractor(s) and Material Recycling Facility (MRF). The second stage of this procurement process involves the issuance of a Request for Proposal (RFP) for Recycling Collection and Delivery services which will be released under separate cover. The Recycling Collection and Delivery RFP will include a list of pre-qualified MRF’s that proponents may select as their delivery destination. The chosen MRF will form part of the proponents proposal. The list of MRF’s included in the Recycling Collection and Delivery RFP will be comprised of pre-qualified MRF’s that responded to the Processing and Marketing RFQ and were found to meet the requirements of the Municipalities. The qualified MRF’s, will be pre-qualified and listed in the Collection and Delivery RFP as a delivery options. Additionally, the list of potential MRFs in the Collection and Deliver RFP will also include the Ottawa Valley Waste Recovery Centre as a delivery option. The Collection and Delivery proposals will be evaluated in conjunction with the financial and other logistical aspects of the selected MRF. Once the preferred collection contractor and MRF combinations are determined, each municipality will then invite the successful contractor and MRF combination to enter into a contracts for provision of the services described in the RFP and in this RFQ.
