Description

The Town of Stony Plain is seeking a professional engineering firm to complete pavement management related services for the Town. This project is broken up into two parts:
Phase I – Pavement Condition Assessment of the Town’s Roadways
The Town is requesting a complete pavement condition assessment of all it’s local, collector and arterial roadways. The Town estimates it has approximately 200 to 300 lane kms of roadways (excluding back alleys and parking lots). The successful proponent will be required to deliver a pavement condition map and report to the Town in 2020. The map will outline the condition of each roadway in the Town as per ASTM D6433-18. The report will detail the current network status as well as the upcoming needs and costs. The consultant will also be required to confirm attribute information of each roadway such as centerline distance, width, area, lane kms that can be loaded into its GIS systems
The Town will consider Falling Weight Deflectometer (FWD) and proprietary pavement condition indices (such as PQI and OCI) for this project. However, each consultant should demonstrate it can produce this data to the ASTM D6433-18 standard.
The map and list of priorities for 2021 will be due September 1, 2020. The report with the full network status and other attributes will be expected by November 1, 2020.
Phase II – Pavement Management System Purchase and Implementation
As part of this project, the Town is exploring investing in a pavement management system (PMS) for implementation in 2021. The Town will be collecting options as part of this RFP to evaluate and possibly present to council as part of its corporate plan for the 2021 work plan.
