The services will be required on numerous but unspecified occasions throughout the period. Services are to be supplied by trained, experienced and competent certified translators, on an “as needed” basis and subject to approved budgets. The types of documents include, but are not limited to, public information and website materials, courses and curriculum-related documents, surveys, communications products, reports, correspondence, etc. The work mostly entails translation, but may also require revision, proofreading, terminology research, adaptation, dubbing, revision and other language services as needed. The Government of Alberta does not make any representations or warranties as to the quantity of services that may be required.
The translators must possess a minimum of five (5) years working as a translator AND satisfy either of the following conditions:
a. Hold a bachelor’s degree in translation or in a related discipline, be a certified translator in good standing of a provincial or territorial professional association affiliated with the Council of Translators, Terminologists and Interpreters of Canada, or a member of the Ordre des traducteurs, terminologues et interprètes agréés du Québec AND possess demonstrated experience translating progressively complex documents without the need to be revised by a senior translator;
OR
a. Hold a post-secondary degree in translation AND possess demonstrated experience translating progressively complex documents without the need to be revised by a senior translator; AND
b. Present proof that they have applied for certification and undertake to receive their professional certification within 12 months of the start of the contract AND possess demonstrated experience translating progressively complex documents without the need to be revised by a senior translator.
In the case of a translation firm, at least two members of the project team, in each language combination, must comply with the conditions mentioned above. The other linguists must comply with the following:
a. Hold a bachelor’s degree in translation or in a related discipline and have at least three years of full-time experience, under the supervision of an accredited translator, in English-French or French-English translation.
The Contractor’s resource reviewing the work before delivery must be a certified translator (English to French and/or French to English combination) in good standing of a provincial or territorial professional association affiliated with the Council of Translators, Terminologists and Interpreters of Canada, or a member of the Ordre des traducteurs, terminologues et interprètes agréés du Québec.
The Contractor assumes responsibility for the Contractor’s resources and will ensure that the Contractor’s resources possess the necessary skill, expertise and experience to perform the services.
The Province requires the Contractor to perform the following:
a. Translate from English to French or from French to English documents of various nature and intent, for a variety of audiences, respecting the recognized industry standards and respecting the Province’s terminology as communicated.
b. All translations to be provided by the Contractor under this agreement shall be in the language, format and medium requested and shall be satisfactory in form and content to the Province’s representative designated in the Contract.
c. All translated material will be in accordance with the new spelling as put forward by the Conseil supérieur de la langue française.
d. The Contractor shall comply with any additional or special instructions given by the Province’s designated representative respecting the presentation, style and terminology to be used by the Contractor with respect to a particular document or material.
e. The Contractor shall provide a quarterly written progress report the Province’s designated representative.
f. The Contractor shall provide other language services as requested, including adaptation, terminology, proofreading, unilingual and comparative revision, localization, graphic design, video voice-over and subtitling, and any other service requested.
Note: Translated documents are subject to review by the Province for accuracy, completeness and overall quality. The Contractor will be required, at not additional cost, to correct any errors or omissions and/or remedy any quality issues identified by the Province in the translated documents or other services rendered.
g. Should there be a need for a legal translation, the Contractor will provide written confirmation attesting both versions are equivalent.
Desirable provisions
1 Ability to assign a dedicated team of language professionals to the Province, namely certified translators, revisers, terminologists, and other positions as required. The team of translators should not exceed four (4) translators.
2 Ability to provide a separate list of terms (including, for example, acronyms, names of programs and publications, etc.) contained in the translated documents, with their suggested equivalents, as part of the quarterly report.
3 Experience serving similar government organizations.
4 Ability to provide a detailed bill once a month as opposed to after completion of each specific service request.
5 Ability to provide services such as dubbing, voice-over, graphic design, as required.
