Description of the Requirement:
Immigration and Refugee Board of Canada’s (IRB) environment is one of continuous change where priorities shift regularly, and IRB is constantly seeking ways to improve efficiency and effectiveness in its processes to best support its agenda and decision making to respond to audits, third part reviews as well as the IRB implemented fiscal year 2018-2019 investment.
The IRB will continue to focus on improving productivity and maximizing the effectiveness of both refugee protection and appeal decisions. This will be achieved through the implementation of measures to increase throughput and eliminate unnecessary rework at each stage of the case processing continuum, encompassing intake, triage, case management, decision-making and recourse. A key priority to this end will be establishing a productivity model and triage system that harnesses data and analytics.
The IRB will make efforts to bolster its data management and analytics capability to support adjudicative processes including triage and case management across all divisions as well as improve situational awareness of tribunal performance to inform management decisions. This will be achieved through the establishment of an IRB data strategy.
The overarching objective of this requirement is to obtain professional consultancy services to help the IRB find efficiency improvements by leveraging technology and streamlining surrounding business process, practices and toolsets to improve upon while maintaining and strengthening decision-making framework.
This work is to be performed in support of IRB’s wide efforts in improving stewardship and accountability and to support and provide guidance on various initiatives that are planned or underway including: •Measure and improve operational performance and support decision-making using advanced analytics and visualization techniques and tools. •Identify and implement leading practices and enabling technology to optimize and automate corporate and adjudication processes. •Drive Digital agenda through leveraging disruptive technologies and innovative methodologies. •Develop and execute transformation and modernization strategies across the organization.

Proposed period of contract:
The proposed period of contract shall be from contract award to June 30, 2021.
Estimated Level of Effort:
The estimated level of effort of the contract will be for 600 days.
