PRO-2019-0016 - 2020 Starkey Road Project

Starkey Road is one of Sturgeon County’s highest volume roadways and provides essential connectivity
between Sturgeon Rd, the Sturgeon Valley subdivision and Hwy 37 in the Sturgeon Valley area (adjacent
to and just east of St. Albert). A location plan is included in Annex B. High priority improvements to this
roadway have been identified for delivery in 2020.

To continue to provide an acceptable level of service to our residents, improvements are required to
upgrade and rehabilitate the northern “cold-mix� surfaced portion of Starkey Road to a hot-mix asphalt
surface with an appropriate base structure. This scope of work is referred to as “Schedule A�.

Additionally, to the south intersection improvements are required at the intersection of Starkey Road
and Sturgeon Road to ensure that an acceptable LOS is provided to roadway users in the short/medium
term before this intersection is ultimately upgraded to a roundabout. This scope of work is referred to as
“Schedule B�.

Sturgeon County’s expectation is to have the successful proponent determine the recommended
improvement strategy for both schedule of work and oversee the execution of these improvements.
