Description

Detailed Description
The Ministry is transitioning the publishing of the Official MTO Driver Handbooks to a new business model inclusive of a digital product. The Ministry’s new model will provide a digital presence to accommodate future digital learning, create efficiencies within the past printing and distribution practises and leverage a cost recovery/neutral business model for the handbook business.

The Ministry publishes five (5) Handbooks (Driver’s and Motorcycle current retail price $14.95, Truck, Bus and Air Brake currently retailing at $18.95). They are published in both official languages English and French.

The Ministry also has an online version of the handbooks available on the Ministry’s website which are currently free of charge and meets all the requirements under the Accessibility of Ontarians with Disabilities Act (AODA).

The handbooks help applicants prepare for the knowledge and road tests. They serve as key educational materials for applicants to successfully pass the knowledge tests while promoting road safety.
Scope of Work
The Ministry is seeking a 3rd party vendor to provide a number of services that may include, but not limited to the following:

• Development of a digital handbook based on a prototype to be supplied by the Ministry which could contain elements of video, animation and other interactive media commonly available in products created for a digital marketplace
• Provide Creative Design and Communication services to ensure that the Ministry’s handbook products, print, online and digital are regularly updated/maintained and meet the highest design and communication standards
• Print Ministry handbooks and retain sufficient supplies in inventory for sale to the public
• Provide a ‘print-on-demand’ service to reduce inventory and ensure up to date information
• Distribution of printed copies of the Ministry’s handbooks to the retail trade partners
• Provision of sales and marketing strategies that ensure the products are readily available to the public across the entire province at competitive prices in the marketplace
• Manage the financial transactional activities usually associated with selling products in the marketplace including, but not limited to; collection of monies, providing credits, allowing for special discounts for bulk purchases and for various types of customers operating in the marketplace
