EJ196-201311/A Maintenance and Inspection Services for Heating, Ventilation and Air Conditioning (HVAC) Equipment

REQUIREMENT

To Provide all necessary tools, materials and labour for all maintenance services and inspection services on heating, ventilation, air conditioning (HVAC), commercial refrigeration and related mechanical equipment in accordance with the Statement of Work attached herein as Annex A.

This requirement is for Public Works and Government Services Canada(PWGSC) located at the Ottawa International Airport, Hangar T-58 and 412 Squadron, 200 Comet Private, Ottawa, ON.

Contractor must produce a detailed maintenance plan specific to the equipment inventory which must outline all tasks, procedures, all maintenance routines identifying the maintenance that will be performed semi-annually. This maintenance plan must contain and reflect the manufacturer's recommended maintenance and all requirements of this agreement.The proposed maintenance plan must be reviewed by the Technical Authority and may require revision by the Contractor to meet Technical Authority’s requirements. Any such changes must be considered as part of this agreement. This plan must fully list all operating inspections, maintenance schedules and tests necessary to maximize equipment longevity and ensure the optimum level of performance over the full operating range of the equipment. The comprehensive maintenance service plan must be submitted to the Technical Authority in the Microsoft Office Suite format (including sample inspections sheets for all routines), within 60 calendar days after award of the Contract.

PERIOD OF RESULTING CONTRACT

The period of any resulting Contract will be for five (5) years.

BASIS OF SELECTION

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

SECURITY REQUIREMENTS

MANDATORY SITE VISIT

It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Ottawa International Airport, Hangar T-58 and 412Squadron, 200 Comet Private, Ottawa, ON on February 6th 2020. The site visit will begin at 10:00 EST, in front of building T-58, 200 Comet Private.

Personnel security screening is required prior to gaining authorized access to sites. Bidders must communicate with the Contracting Authority no later than January 31st, 2020 @ 10:00 EST to confirm attendance and provide the name(s) of the person(s) who will attend. The Bidder’s Company Security Officer (CSO) must ensure that their representatives hold a valid security clearance at the required level for the site visit. Failure to comply with the security requirements will result in the representative(s) being denied access to the site.

Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

It is mandatory that bidders provide and wear safety boots. Bidders who do not comply will not be permitted to attend the site visit.
