Alberta Agriculture and Forestry is responsible for managing wildfires within the Forest Protection Area of Alberta. In order to deliver cost effective wildfire suppression activities, meals and facilities are provided for firefighting resources. The meals and facilities must be compliant with legislation including the Public Health Act. They must also meet provincial standards for manpower resources on pre-suppression and suppression duties. These Services are required on short notice and for undetermined periods of time.
Within the Peace River Forest Area (PRFA), fire bases are strategically located throughout the area. These facilities provide pre-suppression placement of resources (Helitack, Unit, and Firetack crews) in a readiness position to respond to initial wildfire starts.
The Peace River Primary Fire Base (PRPFB) is a strategically located camp within the PRFA that affords efficient and effective deployment of wildfire fighting resources. PRPFB is currently a temporary camp which is required to accommodate an increase in wildfire personnel and is an essential supplement to the existing permanent camps.
The camp would provide necessary accommodations to seasonal wildfire staff. It also serves as the base for the Junior Forest Rangers (JFR) program in the PRFA, providing a safe location to house the JFR’s (youths 16-18) that experience working on a wide variety of natural resource related projects.
Peace River Primary Fire Base will require the following contract rental units:
• Wet sleeper units to accommodate minimum 40 persons (6-8 persons/unit)
• 1 - Conference / rec trailer
• 1 – Safety trailer
• 1 - Washroom trailer with laundry and individual washrooms with showers
• 1 – 10 person sleeper
• 1 – Aircraft wash unit
• Setup and teardown of each unit(s)/trailer(s)
• Catering and janitorial services (camp and existing Government of Alberta (GOA) structures on site)
The precise period of rental is dependent on the length of the wildfire season, which is naturally variable. It is anticipated that all rental units will be needed from April – October inclusive.
There are no guarantees of any work minimums with this Contract, and the fire base can be opened and closed within one (1) day. However, while the camp is open, there is a guaranteed number of meals (24 meals) per day to offset the Contractor cost.
Peace River Forest Area staff will continue to monitor the facilities at these bases to ensure expectations are met and that there are no health and safety concerns in regards to infrastructure standards.
The Contractor shall be responsible for all maintenance of the rental units, as well as the delivery, setup, and teardown of all units.
