The City of Camrose (City) intends to upgrade the lagoon-based treatment system at the City’s existing Wastewater Treatment Plant (WWTP) with the construction of additional process facilities. A Disk Filter process following a Coagulation/Flocculation unit (referred to as the Disk Filter Package throughout this RFP) is proposed downstream of a new moving bed biofilm reactor (MBBR) and the existing aerated lagoons. This request for proposals is for the design and supply of equipment and associated services for the Disk Filter Package.
Equipment to be provided will include, but not be limited to, coagulation/flocculation tanks (if stainless steel tanks are proposed), mixers, chemical injection system, alum storage tanks, disk filters, filter holding tank (if stainless steel tanks are proposed), instruments, control system/panels, appurtenances and ancillary items necessary for a complete and fully functional system, including transportation to the City of Camrose Wastewater Treatment Plant.
Services in support of the equipment supply will include, but not be limited to, design, shop drawings, factory testing, installation and commissioning assistance (to a General Contractor), field inspection and testing, operator training, operating and maintenance data, supply of spares/replacement parts, and record drawings.
It is the City’s intent to select a preferred vendor for the Disk Filter Package and to award a contract for the design work required to provide approved shop drawings. The approved shop drawings (and other defined design deliverables) will be included in a full design package to be tendered for construction by a General Contractor. The General Contractor, once appointed, will contract with the preferred vendor for the equipment manufacture and supply, and associated services.
It is the sole responsibility of the Proponent to ensure that its proposal is received at the specific physical location indicated, by the stipulated time. Proposals received at the specific location after the stipulated time shall be returned to the Proponent unopened.
Proposals must remain valid for sixty (60) days. The lowest cost or any proposal will not necessarily be accepted. The Owner reserves the right to accept or reject any or all proposals in whole or part. Proponents may be required to provide supplementary information after the closing date to support their proposal. Interviews may be conducted with potential proponents, either in person or by telephone.
