DA-IPHG-1209 - Direct Award Notice (Compressed and Liquified Gases)

Notice is hereby given by TRIUMF of its intent to contract with Lancaster Helium Ltd. The contract will not exceed GBP 85,000 and will include supply of 6.0 kg of isotopically purified helium-4 gas, with an 3He impurity level <0.01 ppb delivered December 1, 2020. The purpose of this contract is to provide expert services to achieve the following objectives: The new ultra cold neutron source in construction at TRIUMF uses a superfluid helium-4 volume to down-scatter neutrons to extremely low energies, hence velocities. In this superfluid helium4 production volume the helium-3 content has to be below 0.01 ppb (1e-11) to minimize absorption of neutrons. TRUMF has chosen not to tender the contemplated contract for the following reasons:  Due to an absence of competition for technical reasons Those wishing to object to the decision must contact Kinny Lo, by email on or before 2:00 pm Pacific Time on December 23, 2019 presenting in writing specific reasons for their objection. The service provider's qualifications and ability to provide the same level of service at a lower cost within the required time frame will be the key criteria with regard to the consideration of the service providers' objections.
