ADVERTISING MANAGEMENT INFORMATION SYSTEM (ADMIS 3.0)
This bid solicitation is being issued to satisfy the requirement of Public Services and Procurement Canada
(PSPC) (the "Client") for Advertising Management Information System (to be referred to as the solution)
for use with departmental applications. It is intended to result in the award of a contract for 5 years, plus 5 one year irrevocable options allowing Canada to extend the term of the contract. Background The client department, Public Works and Government Services Canada, has put forth this Request for Proposal for an Advertising Management Information Solution (AdMIS 3.0 also referred to as the Solution). The Solution must be commercial off-the-shelf, Software as a Service (SaaS) cloud-based product including any associated maintenance and support, training and other professional services as part of the core solution. The software component must be commercially available and require no further research or development and is part of an existing product line with a field-proven operational history (that is, it has not simply been tested in a laboratory or experimental environment) and currently have clients using the software to manage projects within their organization. If any of the software proposed is a fully compatible extension of a field-proven product line, it must have been publicly announced on or before the date that the proposal is submitted.
The resulting initial contract period will be five (5) years from contract award date, plus five (5) one-year option periods.
Public Works and Government Services Canada is the initial Client that will use the Advertising Management Information Solution (AdMIS 3.0).
The deliverables will be sent to the Public Works and Government Services Canada Advertising Services Directorate (ASD).
The Advertising Services Directorate (ASD)
the initial Client will use AdMIS 3.0, however, this bid solicitation will also allow Canada to make
the solution
available to any department or Crown corporation, to be used as a project management and internal approval system and, if used for an advertising campaign, will have the ability to connect with the Solution in order to submit campaigns to ASD (as those terms are defined in the Financial Administration Act) or any other party for which the Department of Public Works and Government Services is authorized to act from time to time under section 16 of the Department of Public Works and Government Services Act (each a Client).
Although Canada may make AdMIS 3.0 available to any or all the Clients, this bid solicitation does not preclude Canada from using another method of supply for entities of the Government of Canada with the same or similar needs. When AdMIS 3.0 is made available to Clients other than the Initial Client, any required professional services or training that is outside of this scope, will be purchased under a separate contract.

Note: For all bidders that do not have Security Clearance from the Canadian Industrial Security Directorate (CISD), and require Security Clearance for Protected A Information, a formal request, via email, to this Contracting Authority for Vendor Sponsorship must be titled: Request for a Private Sector Organization Screening (PSOS) Once received, the Contracting Authority (Approved Source) will contact the vendor and request the required information and process the request.
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside the resulting contract.
The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.
This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.
Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
