1. Background:
Through the RFP process (RFP 11–1511) Conduent Business Services Canada, Inc. (Conduent) was awarded the contract to provide, implement, and support OrbCAD system for The City fleet of buses since year 2013. The OrbCAD system includes physical servers running on Windows Server 2008/SQL server 2008, Computer-Aided Design (CAD) workstations on Windows 7, and front-end Hardware (HW) & Software (SW) IVUs and OrbStars installed in all buses.
It is noted that the server HW and Windows Operating Software (OS), including CAD workstations Windows 7 have become out of date and will soon no longer be supported by both The City IT and Conduent. This effect of the real-time information available to Transit customers (provided by OrbCAD system) at bus stops therefore must be maintained.
It is imperative to upgrade existing proprietary OrbCAD system to meet The City operational requirements.
2. Scope:
The scope of this procurement includes:
1) Recommendations for lists of HW and SW including OS to The City IT and Transit.
2) Install, upgrade and configure OrbCAD 13.78 new build, database 1.10.21, AVL1.26, and STP 2.98 including system integration and testing to ensure a seamless transition. Updated CAD user manual.
3) Migration of current production configurations, reports, and databases to the new system.
The total cost for this project is estimated at $500,000 CAD excluding taxes.
3. Schedule:
The implementation time is estimated nine (9) to eleven (11) months after PO is issued to Conduent.
Notice is hereby given by The City of its intent to enter into a contract with the sole provider Conduent Business Services Canada, Inc. for professional services, HW, SW and OS upgrade for OrbCAD Migration.
It is the intent of The City to award this contract for the following reason(s):
a) The OrbCAD is Conduent’s proprietary software system.
b) The City has no budget to develop integration to any other CAD software suite or tool. It is the City’s intention to maintain the integrity and manageability of the current CAD platform for the long-term.
c) Under New West Partnership Trade Agreement (NWTPA) exemption (g) “where it can be demonstrated that only one supplier is able to meet the requirements of a procurement�,
d) The Canada Free Trade Agreement Article 513(c) for additional deliveries by the original supplier of goods or services that were not included in the initial procurement, if a change of supplier for such additional goods or services:
(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services, or installations procured under the initial procurement; and
(ii) would cause significant inconvenience or substantial duplication of costs for the procuring entity, applies.
