1. This NOI is in succession to 3 (three) previous NOI’s, #81-CST-2012-172-NOI, #81-CST2017-291-NOI and #81-CST-2019-380-NOI to determine if there were any objections to the CLBC contract with STEPS Forward – Inclusive Post-Secondary Education Society (STEPS Forward). 2. Notice is hereby given by Community Living British Columbia (CLBC), of its intent to extend the contract with STEPS Forward – Inclusive Post-Secondary Education Society (STEPS Forward) to provide the following Skill Development and Employment Services through mainstream post-secondary institutions: To provide Inclusive Skill Development and Employment services to up to 38 individuals in at least four of CLBC’s five regions (North & Thompson-Cariboo, Southern Interior, South Fraser, Vancouver Coastal & Simon Fraser and Vancouver Island) to evaluate and expand the model of service provision. Services will support people’s personal development, social inclusion and employment aspirations through inclusive post-secondary education experiences. The project will have a developmental evaluation component to assess the model of support. The total value of the contract to supply the above Skill Development and Employment Services is expected to be a total contract value of approximately: o DD Services: $2,542,829,98 3. The contract will be awarded for a period of 6 months with an anticipated start of 01 January 2020. 4. CLBC has chosen not to tender the above contract for the following reason(s): In the course of its work to develop a way to support individuals with developmental disabilities to access experience and employment through participation in inclusive postsecondary education settings, STEPS Forward has: Created a model of person-centred support which depends on relationships and natural supports and which embeds the student’s experience in the routines and rhythms of the campus 15 years of experience in supporting people with developmental disabilities in postsecondary settings in an inclusive manner Fostered relationships with individuals and families who want to include postsecondary education in their path to an inclusive life and meaningful paid employment Fostered relationships with post-secondary education institutions and, in particular, with strategic campus contacts Formed and adapted intellectual property, including policies and procedures and training and evaluation tools Nurtured a corporate brand, which is recognized and trusted among families and post- secondary institutions Demonstrated promising results in assisting people achieve employment in settings not typically associated with employment for people with developmental disabilities. CLBC wants to take the opportunity to expand and evaluate of the specific service delivery model developed by STEPS Forward. The evaluation will determine the model’s success in delivering on its objectives. 5. Vendors wishing to object to this decision should submit in writing by facsimile or email to the contact identified above on or before 1400 hours (2:00PM) PACIFIC TIME on Tuesday, December 17, 2019 detailing specific reasons for the objection and proof of capability to deliver the required services.
