The Town of Hampton ("The Town") invites interested parties to submit proposals for the future use of the above captioned Space. The Lighthouse River Centre is located in Hampton, NB and is owned by the Town.
The Town desires to secure a suitable tenant for the main floor of the Lighthouse River Centre.
Proposals should illustrate the intended use of the Lighthouse River Centre for the purpose(s) of establishing a long-term lease with the priority of creating a public amenity and having the space open to the public.
Interested parties are invited to submit their proposal in writing, signed and in a sealed envelope, clearly marked "Town of Hampton: Request for Proposals - Lighthouse River Centre". Each proposal must be delivered either in person or by mail to the Town of Hampton Town Hall, 648 Main Street, PO Box 1066, Hampton, NB, E5N 8H1, by 3:00 p.m., Thursday, November 15, 2019 (the "Submission Date").
Faxed or e-mailed proposals will not be considered. Any proposal submitted after the Submission Date shall be automatically rejected. It is the interested party's responsibility to ensure its proposal is received by the Submission Date.
All proposals must contain the following information:
1. Background Information:
- The name(s) of the Principal(s) associated in the proposal;
- Examples of other and/or previous developments/business experience carried out by the interested party.
2. Details of the Proposed Use:
- Details of the character of the proposed development and/or arrangements for a long-term lease of the Building's Main Level;
- Full disclosure of the means by which the proposal is to be financed;
- Priority will be given to proposals that create a public amenity and allows the facility to be open to the public;
- Details of any renovations, improvements and/or other proposed construction to the building.
3. Benefits to the Community:
- The Economic, Social and Environmental benefit(s) to the Town and its citizens; and
- Evidence of complimenting with Town of Hampton Municipal Plan By-law.

4. Other Information:
- Any other information which the proponent considers pertinent to its proposal.
5. Confidentiality:
- All interested parties agree to make no statement of fact and/or opinion regarding any aspect of its proposal, or any other proposal, to the media and/or any member of the public without the prior written authorization of the Town.
- Failure to comply with this provision shall result in disqualification or cause for termination of negotiations.
- If the Town elects to enter into negotiations with an interested party, said party must sign a nondisclosure agreement. Failure of said party to sign such agreement shall result in automatic disqualification of said party's proposal(s).
Failure to abide by any or all of the above provisions may result in rejection of the proposal.
Evaluation criterion of the forgoing includes, but is not limited to:
1. The experience of the interested party on previous projects of this nature;
2. The interested party's financial background;
3. The benefits to the community and citizens at large;
4. Required renovations to the building, if any;
5. Corporate benefits and financial viability to the Town of Hampton; and
6. If the proposal is desirable for the future development of the Building, and the development and intended use are in accordance with the general intent of the applicable By-law(s) and Municipal Plan affecting the proposal.
The Town will review all proposals, submitted by the Submission Date, with the sole discretion to enter into negotiations with any interested party it so chooses which, in the Town's discretion, presents a proposal that demonstrates a viable option for the future of the Lighthouse River Centre.
This document is to serve only as a notice to the public. No part of this notice is binding upon the Town of Hampton and/or any interested party. This notice does not create legally binding rights, obligations and/or consequences on any party.
The Town reserves the right to reject any or all proposals at its discretion, without reason.
The Town reserves the right to negotiate with parties that have not submitted a proposal in response to this notice.
