Notice of Proposed Procurement
 
1.0 Introduction 
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9.  CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. Further information about CATSA can be obtained at www.catsa.gc.ca.
 
1.1 Estimated Contract Value  CDN$420,000
 
2.0 Description 
CATSA has a requirement for radiopaque X-ray bin markers to be used as part of security screening operations in various airports across Canada as further described in the RFP. The markers are normally placed flat in the bottom of an airport security X-ray bin where passengers place their carry-on baggage and other items before it goes through an X-ray. The marker is intended to convey simple information to a remote X-ray operator.
 
The markers contain both human readable and X-ray readable information. The human readable information should not be visible during X-ray and the X-ray readable information should limit any blocking effect on the contents of the luggage. More specifically, the radiopaque material must appear dark enough that it can be seen clearly on-screen, but not so dark that it shields objects placed underneath or over top.
 
CATSA will not accept any solutions using lead or other potentially hazardous materials.

3.0 Procurement Method 
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
 
In order to receive a copy of the RFP documents, interested Bidders must submit a completed Schedule “A” (Confidentiality Agreement), attached to this Notice of Proposed Procurement “NPP” to procurementcontract@catsa.gc.ca , by no later than the Question Acceptance Deadline.
 
The RFP document and any related notices, addendums, questions and responses thereto  will only be distributed by email to Bidders who have submitted a completed Confidentiality Agreement.
 
4.0 Estimated Quantity of Goods 
CATSA’s estimated requirement is for:
 
a.)  an immediate requirement for approximately fourteen hundred and eighty (1,480) markers to be deployed to six airports across Canada in the spring of 2019, as defined in the RFP;
b.)  an estimated annual requirement for approximately 200 test plates or test blocks, for which final specifications will be provided  to the successful Contractor; and
c.)  additional deliveries for new or replacement markers as they arise during the contract Term.
 
During the term of the Contract, CATSA may, subject to the availability of funding, purchase additional markers on an as and when required basis, via purchase orders issued under the Contract. 
 
By responding to the RFP, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods until a purchase order is issued in accordance with any resulting Contract.
 
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities. 
 
5.0 Term of Resulting Contract 
It is anticipated that the term of any resulting Contract will be for an initial term of five years, renewable for an additional period of up to two years at CATSA’s sole option.
 
6.0 Address for Submission of Questions and Proposals/Responses;  Question Acceptance Deadline and Closing Date  
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0        Mandatory Requirements
 
Bidders must have submitted a completed Schedule “A” (Confidentiality Agreement), in accordance with the process described in this Notice of Proposed Procurement “NPP”.
 
8.0        Rated Requirements
 
The RFP will contain details of the rated requirements.
 
9.0        Contractor Selection
 
CATSA shall use the following process to select the successful Bid:
 
Step 1: Bids will be assessed to determine whether the Mandatory Requirements, if any, have been met.
Step 2: Bids passing Step 1 will be evaluated based on the Rated Technical Requirements. The Technical Score will represent seventy percent (70%) of the Weighted Score.
Step 3: The highest scoring technical bid and up to two additional bids that score within twenty percent (20%) of the highest scoring technical bid will be evaluated on the Financial Offer. The Financial Score is worth thirty percent (30%) of the Weighted Score.
Step 4: The Bidder achieving the highest Weighted Score, as determined by combining the bidder’s Technical and Financial Scores, will be recommended for award of a Contract, subject to CATSA’s Reserved Rights
 
10.0      Use of MERX
 
CATSA will only use MERX as its web-based forum to post solicitations. As such, this Notice of Proposed Procurement and attached Confidentiality Agreement have only been posted on MERX. All related documents, notices, addendums, and questions and responses thereto will only be provided by email to Bidders who have returned a signed Confidentiality Agreement to procurementcontract@catsa.gc.ca .
