Description

EllisDon Chant Joint Venture (EDCJV), acting as the Construction Manager on behalf of PWGSC, is
inviting interested Proponents to submit their Statement of Qualifications and bids on Site C – Talbot
Earth Dams – Phase 2 – Permanent Works package. The project is a component of the Trent Severn
Waterway’s Talbot Dams Rehabilitation – Kirkfield Bundle Project (referred to herein as TSWKB). A map showing the locations of the works is included in Schedule C.

This qualification is the first component of a one‐phase procurement model; the second component will
be the simultaneous tendering process. During this process all Proponents will also submit Stipulated
Price Bids for this work in conjunction with the Qualification Package. The successful Bidder will be
required to enter into a contract with a standard Stipulated Price Subcontract.

This Request for Qualifications document sets out the requirements for the submission of the
Proponent’s Statement of Qualifications and specifies the evaluation criteria and Bidder selection
process for the qualification component. Note that only those whose Statement of Qualifications meets
the evaluation criteria will have their Stipulated Bid Price reviewed for consideration of contract award.
A mandatory site visit is scheduled for the bidders on Thursday September 27 at 1:00pm (refer to
section 00 02 00 Instruction to Bidders, section 4.3 for further information regarding site visit). RSVP for
site visit must be sent to the contacts listed below by Wednesday September 26 at 1:00pm.
