Description of Procurement
VIA Rail Canada Inc. is conducting a request for qualifications (RFQ) process for the subsequent procurement of the design, supply, manufacture, test, delivery and commissioning of a base order of 32 trainsets with a prescribed capacity of seats and two classes of services (business class and economy class) with options for additional quantities, along with all the required ancillary deliverables for the proper introduction of this new fleet. Trainsets will be required to have a service proven design and/or platform that meet the requirements of the Corridor Fleet Renewal Program. The project also includes a technical support and spares supply services agreement for an initial 15-year term and an option for an additional 15 years.
The RFQ process will not involve negotiation or an electronic auction.

Procurement Documents
The RFQ documents are available on MERX and VIA Rail’s website at http://www.viarail.ca/en/about-via-rail/fleet-renewal in the "Purchasing Process" tab.
Prospective suppliers who are interested in participating in the RFQ process are required to execute and return the non-disclosure agreement attached to the RFQ as “Appendix G” by e-mail to fleetrenewalprocurement@viarail.ca in order to obtain access to the data site that VIA Rail will use for the RFQ process.
Prospective suppliers should note that an Applicant’s Meeting will be held on May 3, 2018 via webinar and information related to attending this meeting will only be available to prospective suppliers that have executed and submitted the non-disclosure agreement.

Timeframe for DeliveryTimeframe for delivery:

Prequalification
VIA Rail intends to select up to 4 prequalified suppliers to be invited to participate in the subsequent procurement process.
VIA Rail will base its selection of prequalified suppliers on the following criteria:

Supplier Experience
Proposed Solution
Deliverability

To demonstrate financial capacity, prospective suppliers will be required to provide certain financial information, including details regarding parent company guarantees. The evaluation criteria are described in more detail in the RFQ documents.

Language of Submission
Prequalification submissions can be submitted in English or French.
