Invitation to Proponents

This Request for Proposals (the “RFP”) is an invitation by Ornge to prospective proponents to submit proposals for medication infusion pumps used in paramedic operations, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
Ornge currently utilizes over 120, 3-channel medication infusion pumps as part of its day to day operations. Ornge wishes to procure “sufficient multi-channel” medication infusion pump units to replace these pumps to support the paramedic team in their day to day work. Ornge may continue to procure additional units under the resulting agreement for the remainder of the agreement.
Ornge is a family of companies incorporated federally.  Ornge provides air and land ambulance services under an agreement with the Ontario Ministry of Health and Long-Term Care.  Additional information about Ornge is available at: www.ornge.ca.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials or other representatives of Ornge, other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

THE DELIVERABLES
Ornge invite service providers that can supply medication infusion pumps with the following requirements to submit proposals.

1. The proposed medication infusion pump must:

• be Health Canada approved;
• be able to be restrained to an IV pole, stretcher or any fixed bracket in all Ornge vehicles in a way in which all features can be accessed;
• be battery powered with minimum of 1 hour battery life when in use;
• be designed for transport/field environment; and
• be able to administer infusion rates 0.1ml/hr – 999ml/hr.

1. The following are capabilities that are preferred:

• Multi-channel;
• Ability to utilize standard IV tubing;
• Durable screen that is impact resistant, visible in direct sunlight, low-light and function in extreme temperatures (hot/cold/wet);
• Proprietary consumables that are available through medical consumables suppliers;
• Provide six months (Ornge determined) of proprietary consumable inventory upon initial delivered to Ornge (if applicable);
• Ability to set up primary and secondary infusions;
• Have adult, paediatric, neonate modes;
• Adjustable pressure limits for different patient population;
• Customizable drug library;
• Ability to allow user to configure as required;
• Lightweight and compact with protective carrying case;
• Ability to visually display battery level;
• Ability to operate on AC power while simultaneously charging internal battery;
• Ability to switch between AC power and internal battery without interrupting infusion;
• Auditory and Visual alarms;
• Large volume and syringe capable; and
• Cleaning with common hospital grade disinfectants.
