NATURAL GAS REGULATION STATION UPGRADE (BRANDON PRIMARY STATION)
MANDATORY PRE-TENDER MEETING
Before tendering, the Tenderer shall be deemed to have made a careful examination of the Site to satisfy itself as to the working conditions, the nature and extent of the Work, risks associated therewith, the obstacles or difficulties that may be encountered, and any other matters and things necessary to a proper understanding of the Work, the Site, and the conditions under which the Contract and/or the Work will be performed.
A Mandatory pre-tender meeting will be held January 9, 2018 at 10:00 AM Manitoba local time at 2505 Victoria Ave E, Brandon Manitoba, in the Large Conference Room. A mandatory site meeting will immediately follow the mandatory pre-tender meeting. Tenderers will be required to provide their own transportation to Site as well as hard hats and safety footwear while on the Site. Failure to have both the required safety items may be cause for refusal on Site.

Tenderers shall report to the front desk to obtain a visitors badge prior to the meeting.
The Tenderers’ representatives are requested to print their company names and their own names and affix their signatures on Manitoba Hydro’s pre-tender meeting sign-in sheet as evidence that they attended the pre-tender meeting.
If the Tenderer requires additional information or explanation relating to the Work, the Tenderer shall apply for the same to Manitoba Hydro.
The Tenderer shall be solely responsible for any errors, omissions or misunderstandings resulting from the Tenderer’s failure to make a thorough examination of the Site and obtain such information.
NOTE: Failure to attend the mandatory pre-tender meeting will disqualify a Tenderer from further participation in this procurement process.
SCOPE OF THE WORK
The Work shall consist in all that is required for Natural Gas Regulation Station Upgrade at Brandon’s Primary Gate Station (PGS) GS-123 located near Brandon, Manitoba.
The Work is divided into two (2) PHASES:
1.1 PHASE 1 - NPS 8 METER, REGULATION EQUIPMENT & PIPING, AND SUPPLY & INSTALLATION OF CONCRETE FOUNDATION AND NEW REGULATION STATION BUILDING
The scope of Work for Phase 1 includes but not limited to the following:
(a) For the supply of various materials as indicated on the Bill of Materials (BOM);
(b) Removal and disposal of regulation station building and reinforced concrete foundation;
(c) Fabrication of meter and regulation equipment;
(d) Supply, installation and removal of temporary by-pass piping;
(e) Temporary removal of existing odorant building and installation of NPS 12 inlet header;
(f) Abandon and remove existing station equipment and piping;
(g) Supply and installation of concrete foundation for new regulation station building;
(h) Installation of meter and regulation station equipment and piping;
(i) Supply and installation of new regulation station building including electrical wiring and fixtures;
(j) Installation of new Purchaser supplied odorant building, electrical, fixtures & equipment;
(k) Supply, install and connection of all underground electrical and communication cable for new regulation station building and new odorant building;
(l) Installation of cathodic check point and anodes;
(m) Assist the Purchaser with energization activities and maintain all open excavations;
(n) The supply, placement and compaction of aggregate;
(o) All concrete and material testing;
(p) Restoration and final clean-up of the work site. Site shall be prepared for Phase 2 work to commence.
*NOTE: The Purchaser will remove and salvage the existing odorant building.
1.2 PHASE 2 - NPS 12 METER ASSEMBLY & PIG LAUNCHERS
The scope of Work for Phase 2 includes but not limited to the following:
(a) For the supply of various materials as indicated on the Bill of Materials (BOM);
(b) Fabrication and installation of meter assembly and by-pass assembly;
(c) Fabrication and installation of pig launcher assemblies;
(d) Installation of ball valves on existing pig launchers;
(e) Contractor supplied materials, installation and removal of temporary by-pass piping;
(f) Abandonment of unodorized piping and valve;
(g) Installation of cathodic check point and anodes;
(h) Assist the Purchaser with energization activities and maintain all open excavations;
(i) The supply, placement and compaction of aggregate;
(j) All material testing;
(k) Restoration and final clean-up of the work site.
NOTE: All fabrication of assemblies and piping shall be done in Manitoba to facilitate inspection and NDE by the Purchaser.
This description of the Scope of the Work is provided only as a general overview. Refer to the balance of the tender for more detailed information concerning the Work. The Work and any ITEM forming part of the Work shall also, in all respects, comply with the terms and conditions of the Contract.
WORK SCHEDULE AND CONTRACT DURATION
The Purchaser expects to award a Purchase Order for the Work on or about February 5, 2018.
The mobilization date must be mutually agreed to by the Purchaser and Contractor. If the Contractor mobilizes to commence the work ahead of the authorized date, no compensation for delay or crew downtime will be allocated or allowed.
The Contractor shall provide a minimum of three (3) working days when notifying the Purchaser for tapping / stopping activities, non-destructive examination and compaction testing.
In carrying out the Work, the Contractor shall have reasonable latitude to organize the sequence of the Work, provided that the various stages of the Work are completed by the specified date(s) or the date(s) proposed by the Contractor and accepted by the Purchaser.

*The Phase 1 completion date of September 15, 2018 is a firm completion date.
*The Phase 2 completion date of September 15, 2019 is a firm completion date.
SITE LOCATION AND ACCESS
The City of Brandon is approximately 200 km west of Winnipeg and is accessible via TransCanada Highway #1 and Provincial Trunk Highway #10.
Brandon’s Primary Gate Station (PGS) GS-123 is located approximately 21 km’s north of the City of Brandon on PTH 10 (NW 6-13-18W).
