Description:
This Request for Proposals (“RFP”) is an invitation by Enrolment Services and the Enterprise Application & Solutions Integration Group on behalf of The Governing Council of the University of Toronto (the “University”) to prospective Proponents to submit Proposals for the provision of an Awards Management System, as further described in the RFP.

The University is committed to providing financial support and advising to its students. As articulated in the Governing Council Policy on Student Financial Support (approved by Governing Council in April 1998): “No student offered admission to a program at the University should be unable to enter or complete the program due to lack of financial means.”

Students at the University have access to a wide range of University financial supports. Some are based on need and others on measures of merit, such as academic achievement or leadership. There are supports for undergraduate and graduate students, for international students as well as Canadian students.

Most recently, financial support at the University exceeded $180M. The support provided by the University is more generous than any other postsecondary institution in Ontario. Almost 4,000 students received admission scholarships, almost 5,000 received in-course scholarships, and almost 16,000 received bursaries.

The University’s overall objective for this RFP is to select the best qualified Proponent for an Awards Management solution that can:

Make it easier for students to find relevant awards/scholarships/bursaries etc.
Improve missed opportunities to help students.
Maximize our funding resources for the University.
Avoid overpayment to students.
Provide a single source of awards information for the University.
Ensure relevant data is exchanged between the Awards Management System and other University systems (SAP’s FIS & SLCM modules, Student Information Systems (ROSI), Financial Aid database etc.,) for the administration and decision making of awards.
Ensure relevant data is exchanged between the Awards Management System and other University systems for post approval activities e.g. award payments, tracking award cancellations etc.

The Deliverables include but not limited to the following: Functional and Technical Requirements that include Software/License, Professional Service, Maintenance and Technical Support, Customization or Configurations, Discovery Sessions, etc.

It is the University’s intention to enter into the Form of Agreement based on Appendix A with only one (1) legal entity. The term of the Agreement is to be for a period of three (3) years, with an option in favour of the University to extend the Agreement on the same terms and conditions for two (2) additional terms of up to one (1) year each. It is anticipated that the Agreement will be executed on or around April 2018.

Conditions for Participation:
The Proponent must attend the Mandatory Vendor Information Session on December 6, 2017 from 1:00 pm to 5:00 pm (local time). If a Proponent does not attend the Mandatory Vendor Information Session, their Proposal submission to this RFP will not be considered further for evaluation.

Time-Frame for Delivery/Duration of Agreement:

Mandatory Vendor Information Session
This is scheduled for December 6, 2017 from 1:00 pm to 5:00 pm. Proponents have the option to attend via conference call or in-person (see attached details)

A maximum of three (3) representatives will be permitted for each Proponent submitting a Proposal. Representatives from Sales and Technical areas should be present.
It is suggested that Proponents submit their questions to the University Contact in advance of the Vendor Information Session (by December 4, 2017) to give the University enough time to prepare for its response that will be discussed during the Vendor Information Session. If not, questions will be presented and discussed during the Vendor Information Session.
If a Proponent does not attend the Mandatory Vendor Information Session, their Proposal submission to this RFP will not be considered further for evaluation
