RFPOEBPLBED02102017 - Program Level Benchmarking for Electricity Distributors

This Request for Proposal Initiation ("RFP") is an invitation to qualified Proponents to develop a detailed benchmarking plan to support the OEB’s determination of rates and assessment of utility performance by incorporating benchmarking at the program level into the OEB’s benchmarking of electricity distributors.
The OEB monitors data reported by the distributors, and uses it to produce the yearbook and scorecards. These publications include broad indicators of the financial and operational performance of distributors. The data is also used for stretch factor benchmarking which provides high level ratings of distributors’ total cost performance.  However, the program level benchmarking seeks to drill down to more detailed levels of distributors’ cost performance allowing for cost comparisons to their peers, assessment of year-over-year continuous improvement, and assessment of the performance of the overall sector.  Benchmarking at the program level will strengthen the precision and quality of the results for both assessment of utility performance and rate setting.
