Internal Audit Services

1.ORNGE BACKGROUND

Ornge is a regulated not for profit company that provides air and land ambulance services under an agreement with the Ministry of Health and Long-Term Care. Included in the functions of Ornge are the roles inherent in the procurement, maintenance, dispatch, staffing and operation of a fleet of land ambulances, fixed wing and rotor wing aircraft. The medical teams provide services aboard aircraft and vehicles staffed with highly trained paramedics and pilots.

Ornge has over 600 employees, including paramedics, pilots, aircraft maintenance engineers, transport medicine physicians and dispatch personnel.

Ornge consist of a group of legal entities, some incorporated federally and others in the Province of Ontario.

2.NOTICE TO MARKET

This is a Notice to Market that Ornge intends to issue a RFP to the market via www.MERX.com for the provision of Internal Audit Services. It is Ornge’s intention to retain a single vendor to provide these services. Ornge will include a form of contract with the RFP.

Ornge’s existing Internal Audit Services contract currently expires in June 2018. Ornge expects to award a new contract and require the commencement of services in time to ensure a smooth transition.

3.PROCUREMENT PROCESS

Below is a draft timeline for the Internal Audit Services RFP. The following is subject to change:

RFP released - October 2017;
RFP closing – October/November 2017;
RFP evaluation - November 2017;
Contract execution - January 2018; and
Commencement of services – March 2018.

Interested vendors should register with MERX and familiarize themselves with the MERX system as responses must be submitted electronically through MERX via www.MERX.com. Vendors should contact MERX directly with regard to any questions or issues relating to MERX, including the vendor’s access to or use of MERX.

4.MINIMUM REQUIREMENTS

The terms and conditions of the RFP will be set out in the RFP documents issued by Ornge. Without limiting the requirements that may be included in the RFP, and subject to the provisions of the RFP, it is currently anticipated that Ornge will be seeking vendors who have:

at least 5 current audit clients (external or internal) with $25 million or more in annual revenue;
conducted internal or external audits within the past 3 years for:
- public or not-for-profit organizations;
- hospital / medical services; and
- aviation clients or have internal audit staff with experience in the aviation industry;
a minimum staff resource of 5 audit managers, 10 staff auditors and access to subject matter experts (aviation, hospital / healthcare, human resources, IT, procurement, regulatory compliance, and payroll and employee benefits) as needed to meet project requirements;
a good standing with Chartered Professional Accountants of Ontario (“CPA Ontario”) and the Institute of Internal Auditors Canada (“IAA Canada”);
have no conflict of interest with Ornge at the time the audit engagement commences; and
accepted that Ornge will not reimburse travel costs to and from Ornge locations outside of the Province of Ontario.

While Ornge may, at its option, notify vendors whom Ornge believes may be interested in responding to the Internal Audit Services RFP, Ornge will not necessarily do so. It is the responsibility of each vendor interested in this procurement to monitor www.MERX.com for notification of each RFP issuance. Ornge is not seeking unsolicited offers for the internal audit services. Interested vendors are asked not to send or make any marketing material or solicitations outside of the procurement process.

This Notice to Market is neither a solicitation or call for bids nor an offer. This Notice to Market has been issued for information purposes only and will not form part of any of the above- mentioned RFP.
