Manitoba uses Scout Video Collection units for the purpose of capturing data for the purpose of Turning Movement Count analysis, vehicle classification, roundabout counts, ADT counts, Pedestrian counts, pedal bikes, as well as other data collection purposes.
Manitoba requires Video Processing Services to analyze video data collected on our network, on an as required basis. The Video Processing Service provider must be able to provide a variety of analytics including, but not limited to, turning movement counts, vehicle classification, pedal bikes, motorcycles, pedestrians, buses, large trucks, passenger vehicles, and RV’s. Directional splits may also be a desirable deliverable depending on the area and study requirements.
The Video Processing Service Provider’s ability to provide services in addition to the services discussed herein will be considered as well.
The delivery of the Service shall be governed by the “Service Provider (Non-Engineering) Contract Agreement – Fee Based” agreement available at https://www.gov.mb.ca/mit/contracts/index.html. It is strongly recommended that the Respondent review the agreement and understand its requirements.
