The City of Ottawa is seeking offers from qualified firms or independent consultants to provide Control Systems Integrator Services in accordance with the terms, conditions, and specifications of RFSO No. 15220-92522-S01.

The proposed period of the standing offer is for approximately three (3) years starting from the date of authorization to 31 December 2022.

Background:

The City of Ottawa’s Wastewater Collections (WWC) group oversees the maintenance and operation of 77 remote facilities located within the City of Ottawa, including odour control facilities, pump and lift stations, flow regulation chambers, and flow monitoring chambers.
The City anticipates the need for control systems integration services. These specialized services may include electrical field verification and troubleshooting of PLC control systems (not including programming), electrical instrumentation, motor controls, and field wiring at existing WWC remote sites. It shall be noted that control systems integrator services requested herein must be performed so as not to interfere with, nor cause any un-scheduled interruption of operation to the facility’s equipment components.
The following identifies key service objectives required by the City from the control systems integrator:

Travel to individual remote facility sites to provide controls integration support for City maintenance, operations and/or SCADA groups.
Reference and review available remote facility documentation including: PLC control panel drawings, gas monitoring control panels, electrical wiring schematics, loop diagrams, flow diagrams, P&ID drawings, Process Control Narrative (PCN), and Operations & Maintenance Manuals.
Provide “red-line” markups to document existing site conditions, including all panel and field terminations, colours, labeling, bill of materials, etc. Where wire or equipment labeling is not present, provide labelling with a wrap around label and mark up the drawings accordingly.
Perform panel wiring changes or retrofits as per city approved red line drawings
Design, install, wire and commission new panels as per City’s design guidelines and ESA standards
Panels can include but are not limited to main Remote Processing Unit (RPU) panels, backup level control panels, gas monitoring panels, communication panels and pump starter panels, etc.
Provide final as-built drawings in CAD and PDF formats.
Arrange ESA inspections and implement recommendations following City approval.
Assist City maintenance, operations and SCADA groups in troubleshooting, testing and commissioning process control systems, instrumentation, and motor controls. Work closely with the City to resolve problems.
SCADA PLC and HMI programming will be performed by City staff.
Update the Maintenance Management System (MMS) inventory list for PLC and instrumentation equipment, including Rockwell and Schneider hardware, and advising on component life cycle status.
Perform thermal imagining of panels to look for hot spots or other anomalies and provide findings and recommendations in a report.
Take photographs of panels and starters. Turn over digital files to the City.
PLC platforms that could be encountered at exiting remote facilities include: Rockwell: CompactLogix, ControlLogix, SLC 500, PLC 5, MicroLogix, Schneider: SCADAPack32
