RFP Objectives

Purpose
This Request for Proposal (RFP) is an invitation by the University to prospective companies (Proponents) to submit proposals for the fire prevention systems maintenance across the campus (Services) on a basis of monthly, quarterly and annual inspection, testing and reporting of all the fire systems as conducted in accordance with the latest standards mentioned in Annexes 1 through 7.

Scope of Services

The Services noted below are intended to assist in defining the scope of services required and are not exhaustive. It is the responsibility of the Proponent to determine the level of services and resources required to provide the maintenance of the fire prevention systems that meets the requirements as stated in Appendix J - Detailed Scope of Service and in Appendix L - Technical Specifications – Annex 1 to 7 of this RFP.

The monthly and annual inspections, testing and reporting of fire alarm system shall be conducted, as a minimum, in accordance with CAN/ULC-S536-LATEST edition (herein referred to as CAN/ULC-S536) at the time of inspection and testing.
The Successful Proponent shall document each fire alarm system in accordance with the CAN/ULC-S536.
The monthly, quarterly and annual inspections, testing and reporting of all systems identified in this document (Sprinkler systems, Standpipe Systems, Valves and Fire Department Connections, Fire Pumps and Fire Extinguishing Systems – (Annexes 2 through 7)) shall be conducted in accordance with the standards identified in Section 1 and Annexes 2 through 7, as a minimum.
An annual inspection shall be held within a period not exceeding 12 months from the date of the previous inspection.
All reports must be provided to the University as specified in section 10 – Reporting.
The Successful Proponent shall provide a list of the inventory and asset information update within 120 days of contract award.
The Successful Proponent shall assign a dedicated team member for the quarterly business review (QBR) to discuss the following, but not limited to:
1. Status of outstanding business from previous meeting
2. Review of program objectives
3. Performance results and improvement
4. Support ticket review and resolution metrics review
5. Benchmarking
6. Onboarding and training
7. Summary of meeting and commitments
The Successful Proponent shall provide a capital investment suggestions and timelines report.
The Successful Proponent shall participate in the integration of a Quick Response (QR) coding program to identify the fire system devices.
