GENERAL:
The Research Facilities Department at the University Health Network is issuing this ACAN and will administer the ACAN procedure set forth herein for the benefit of University Health Network (the “Hospital”).
The Hospital intends to award the contract to Celsee Systems for the purchase of one (1) cell isolation and analysis system, with standard 1-year manufacturer’s warranty and extended warranty for 4 years. The purchase will also include shipping, installation and training for end users.
BACKGROUND DETAILS:
The Hospital intends to purchase the Genesis system from Celsee Systems. The Genesis system is a commercial product that will be used for research purposes. The system is able to isolate and count different rare cells types from biological samples provides multiple analysis functions of isolated single cells. This is an integrated single-piece unit that requires a small benchtop footprint.
REQUIREMENTS / QUALIFICATIONS:
The supplier must be able to provide the equipment with fully functional capabilities as soon as possible. The proposed equipment must also meet all the mandatory requirements below:
The system must possess transcriptomics, proteogenomics and cytometry functions for single-cell analysis.
The system must allow for enrichment and enumeration of rare-cells for immune monitoring procedures.
The system must have the ability to pause a run and access cells for treatment/challenge or visualization prior to lysis.
The system must have a gravity-based isolation design.
The system must be able capture the single-cell expression of mRNA and cell surface proteins both individually and in combination.
The system must have a recovery rate for input cells of >70%.
The system must allow for the isolation of up to 25,000 cells per sample.
The system must be open and customizable to the application and experimental design needs of the end user.
The system software and analysis functions must have an open design that shows the full data collection method and does not restrict the user to just receiving a set of outputs.
Bids must include all costs for shipping, delivery, uncrating, unpacking, on-site installation and training.
Equipment must be CSA (or equivalent) approved. Full list of equivalent certifications can be found here: http://www.esasafe.com/electricalproducts/marks
Equipment must operate at 115V (NEMA 5-20).

The standard manufacturer’s warranty coverage must be at least one (1) year or more as defined by the manufacturer. Coverage must include: on-site warranty services which include parts, labour, travel expenses.
The bidder must supply extended warranty identical to standard manufacturer’s warranty for a minimum of 4 years. Please provide optional pricing for up to 4 years.
STATEMENT OF CAPABILITIES:
Suppliers who consider themselves fully qualified to provide the solution described herein, must submit a Statement of Capabilities via courier to the bid administrator identified in this notice before 3:00:00 PM (EST) December 10, 2019.
The statement of capabilities must clearly demonstrate how the supplier meets the requirements/qualifications and will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Hospital for technical evaluation purposes only and is not to be construed as a competitive solicitation.
WHAT IS AN ADVANCE CONTACT AWARD NOTICE:
An ACAN allows hospitals and purchasing organizations to post a notice indicating to the supplier community that it intends to award a contract to a pre-identified supplier. If no other supplier submits on or before the closing date, a statement of capabilities that meet the requirements set out in this ACAN, the competitive requirements of the contracting procedures have been met.
If other potential suppliers submit statements of capabilities prior to the deadline noted above, and meet the requirements set out in this ACAN, the University Health Network will take the necessary steps to conduct a competitive process for the acquisition of the Equipment set out herein.
CONTRACT PERIOD:
This will be a one-time purchase of the cell isolation and analysis system.
The Hospital retains the right to negotiate with suppliers on any procurement.
