Description

Northern College seeks a partner to help develop and implement a program at it’s facilities in order to, improve energy efficiency, be an environmental steward, and improve the facility condition by completion of selected deferred maintenance. Northern College seeks to satisfy the following objectives in an agreement resulting from this RFS:

Main Objectives:

Select an ESCO (Energy Services Company) partner to then develop the highest quality energy performance contracting solution.
Completion of a Letter of Intent.
At Northern’s discretion, implementation of the chosen solution components as recommended by the ESCO.

Core Objectives:

Identify guaranteed energy savings in a diverse selection of facilities that will result in a decrease in overall operating costs of the facilities.
Complete deferred maintenance and systems replacement in a selection of facilities as identified during the Concept Development Report.
Train and increase awareness of the Northern’s staff and occupants on matters related to energy conservation.
Provide technical training to in-house facilities staff.
Monitor the performance of systems and guarantee energy savings.
Identify all available incentives and grants.
Work with Northern to identify and incorporate options to finance the Energy Performance Project that may include:
- Provincial Funding opportunities (HIRF, HEEP Funding)
- Alternate 3rd party or direct ESCO Financing
A core objective of this RSP is to source an ESCO partner that will work with Northern to implement approved HEEP/HIRF measures as a “Head Start” program on an expedited schedule to meet the MOH/HEEP program requirements of a March 31, 2021 deadline for all measures. If the application is not successful, or is partially successful, it is the intention of Northern to work with the vendor to identify alternative funding options for the program on a defined implementation schedule.
