Description
TPS is accepting Bids for Supply and Delivery of Fleece Jackets for Toronto Police Service (TPS).
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Tuesday November 26, 2019 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this RFQ # 1328463 -19 must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
TPS is issuing this RFQ to obtain a Vendor in accordance with the provisions and specifications contained in this Request for Quotation. TPS is looking for the supply and delivery of Fleece Jackets for its officers. Jackets must be lightweight while providing breathability, comfort, and warmth, equipped with abrasion-resistant collar and elbows, and plenty of pockets for storage, perfect for field operation (See jackets construction diagram 1 and table 1).
Quantity
Any quantities provided in RFQ document are estimates only, and should not be interpreted as indicating a minimum or maximum order quantity. The quantities shall be used as a basis for comparison upon which the award of the Bid will be made. These quantities are not guaranteed to be accurate and are furnished without any liability to the TPS whether decreased or increased.
For quoting and planning purposes only we would like to state that TPS will require 500 jackets per year on an average basis (or approximately 2500 for the duration of the entire length of the contract).
Specifications
Bidders must submit detailed requirements and cost prices for Fleece Jackets according to APPENDIX A - SCOPE OF WORK AND SPECIFICATIONS and APPENDIX B - FEE SUMMARY FORM outlined in RFQ document.
Size Requirements: Bidders must follow Diagram 1 and Table 1
Bidders must complete the column indicated with “Specify ” with YES or NO after each specification statement in Appendix A. Failure to do so will result in your submission being rejected and disqualified.
SAMPLES AND DEMONSTRATIONS (Mandatory)
Evidence in the form of samples in size S and XL will be requested. Such samples are to be furnished after the date of the Bid closing, only upon request of the TPS unless otherwise stated in the document.
PLEASE NOTE: Award to lowest compliant Bid is subject to mandatory sample approval by TPS and will not be awarded if product sample is not approved.
Contract Term
The term of this contract is for a 3 (three) year period commencing upon award of the contract starting from Monday December 2, 2019 until December 2, 2022. TPS reserves the right to renew the contract for an additional two 1-year period. The renewal is contingent upon continued need, budget approval, acceptable performance, and TPS approval if applicable.

- Environmentally Responsible Procurement Form
- Statutory Declaration Form
- Key Personnel Form
- Bidder's Experience in Similar Work Form
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
Piggyback
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form in APPENDIX B if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor. The Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods and Services described herein based on the terms, conditions, prices, and percentages offered by the Contractor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Vendors’ Bid Submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
