Description

ORNGE BACKGROUND

Ornge is a family of companies, some incorporated federally and others in the Province of Ontario. Ornge provides air and land ambulance services under an agreement with the Ontario Ministry of Health. Additional information about Ornge is available at: www.ornge.ca .

ADVANCE CONTRACT AWARD NOTICE

An Advance Contract Award Notice (ACAN) allows Ornge to post a notice, indicating to the supplier community that it intends to award a contract to a pre-identified supplier. If no other supplier submits on or before the Response Deadline a Statement of Capabilities that meets the requirements set out in the ACAN, Ornge may proceed with the contract award. However, if one or more submitting suppliers are confirmed to be viable alternatives, then Ornge will proceed with a competitive procurement process.

Suppliers who consider themselves fully qualified and available to meet the requirements described herein may submit a Statement of Capabilities in writing to the Contracting Officer on or before the ACAN closing date. The submission must clearly demonstrate how the supplier meets the stated requirements. All such suppliers will be advised of the outcome of the ACAN process.

Although this ACAN is being issued by Ornge, the benefit may, on notice, be assigned by Ornge to an affiliated entity or entity or Her Majesty the Queen in Right of Ontario as represented by the Ministry of Health. In any such event all references to Ornge herein shall be read exclusively as references to such other Ornge entity or Her Majesty the Queen in Right of Ontario as represented by the Ministry of Health.

DELIVERABLES / MINIMUM REQUIREMENTS

General Requirements

Ornge is seeking to procure Emergency Response Services to supplement its own Emergency Response Plan (ERP). Emergency Response Services include disaster recovery and crisis communications, all of which encompass items such as support for incident management, employee and family assistance, repatriation services and asset recovery. Ornge is looking for a service provider capable of providing disaster recovery and crisis communications services as required.

The service provider must be available on a 24 hour basis, 7 days a week 365 days a year with the ability to immediately deploy the services as required. The delivery of services must include the provision of a dedicated point of contact for all emergency deployments as well as all pre-incident requirements.

The service provider shall also guarantee the availability of qualified personnel and vital equipment. The following is a non-exhaustive list of services the provider shall be responsible for:

Training and availability of sufficient staff for the performance of all specialized and general tasks.
Maintaining suitable equipment inventories ready for deployment in support of the services.
Maintaining suitably equipment facilities for the delivery and support of the services.
Providing support to Ornge in the event of serious incident or accident through:
- Direct support for the primary response team
- Assistance with third-party communications
- Data management
- Recovery of property
Providing access to a team of experience multilingual communication professionals to support the response process.
Providing access to family assistance teams to support the response process.
Making recommendations for adjustments to response plans, procedures and training.

The service provider shall provide Ornge with training in crisis managing and communication as well as an opportunity for consultation on ERP improvements and industry best practices.

By way of this ACAN, Ornge intends to enter into a service agreement with Kenyon International Services, Inc. for the provision of services listed herein. The total cost of the annual retainer to be incurred over the period of the contract, excluding incidental costs associated with accident recovery, shall not exceed $35,000.00.

SUPPLIER SUBMISSIONS

Suppliers must submit their responses (including their Statements of Capabilities) by email to the Contracting Officer:

Response Deadline:       14:00 EST, November 4, 2019
Responses not received at the above email address by the Response Deadline will be rejected. This includes responses that are delivered after the Response Deadline due to technical issues, late delivery due to network/internet service provider downtime, and responses that are delivered to another email address before the deadline but arrive at the above email after the Response Deadline. Ornge will reject responses transmitted by facsimile or other means. Ornge will ordinarily confirm that it received any responses and recommends that respondents verify that they received Ornge's confirmation of receipt from the Contracting Officer.
