Requirement
The City of Ottawa, hereinafter referred to as the City, is seeking qualification submissions to provide professional engineering services to carry out the Design and Contract Administration for the Carling Avenue (Churchill Avenue North to Kirkwood Avenue) Integrated Road, Sewer and Watermain Reconstruction project.

General Project Description
The aim of this project is to renew and replace infrastructure assets within the limits of the project as a follow-up to the previous infrastructure work completed in 2012 on Churchill Avenue between Scott Street and Carling Avenue. This project will include sanitary and storm sewers renewal and watermain renewal. This project will also include a combination of reconstruction of road and sidewalks, resurfacing, and trench reinstatement, including design and implementation of cycle tracks along Carling Avenue.
The sanitary sewers within the project limits require an upgrade to mitigate the risk of basement flooding in the surrounding area and to provide increased capacity to improve overall level of service.
The storm sewers on Carling Avenue require an upgrade to accommodate the recently built storm sewers on Churchill Avenue (north of Carling Avenue). These sewers need to be upsized and their slopes adjusted to improve the level of service in the area. Particular attention should be paid to the storm outlet on Churchill Avenue (north of Carling Avenue), as the elevation needs to be taken into account when designing the new storm sewers along Carling Avenue. The storm sewers on the north side of Carling Avenue (westbound lanes) need to be replaced as they are undersized. The storm sewer on Churchill Avenue North between Carling Avenue and the Highway 417 was replaced in 2016. Modifications to the configurations of the existing storm sewer manholes installed along Churchill Avenue, from Scott Street to Carling Avenue, will also have to be completed as part of the scope of this assignment.
The two distribution watermains in Carling Avenue, between Churchill Avenue North and Saigon Court will be replaced with a single watermain. The 610mm and 1067mm watermains will need to be protected during construction. The watermain in Churchill Avenue North from Carling Avenue to Highway 417 will be replaced. The watermain connection from Carling Avenue to the watermain in Churchill Avenue that was installed in 2013 will be replaced. The watermain in Carling Avenue from Kirkwood Ave to 40m west of Kirkwood Ave will be replaced.
In summary, the general scope of the underground infrastructure renewal and replacement is as follows:
- Design and build a new sanitary sewer on Carling Ave. (south side) between Churchill Ave. N and Kirkwood Ave.
- Design and build a new storm sewer trunk on Carling Ave. between Churchill Ave. N. and Saigon Crt. and modify to the final configuration the sewer maintenance holes on Churchill Ave. north of Carling Ave.
- Design and build a new storm sewer on Carling Ave. (north side) between Churchill Ave. N. and Saigon Crt. To reconnect into the new storm sewer trunk.
- Design and build a 152/203mm watermain in Churchill Ave N from Carling Ave to Highway 417
- Design and build a 406mm watermain in Churchill Ave N from Carling Ave north to the first valve that is connected to the existing 406mm watermain in Churchill Ave N
- Design and build a 203mm watermain in Carling Ave from Churchill Ave N to Saigon Court
