Purpose
The Ottawa Hospital is issuing this Request for Proposal (RFP) to contract with a Commercial Real Estate Brokerage. The selection of the successful proponent shall not have criteria that evaluates price because the services provided will not be paid for by TOH. The services will be paid as commission with a 3rd party with whom TOH will lease space from. The agreement to be signed with the Commercial Real Estate Brokerage firm shall specifically identify that any commission payable for the services shall be borne by the party which is selected by TOH to lease or develop and lease property from.
Background
Over the past 10 years The Ottawa Hospital’s requirement for additional clinical and administrative space has grown which has resulted in the need to lease additional space off campus. Given the current environment of 19 sites that need to be reviewed, coordinated and managed to ensure the space meets the needs of the programs and departments placed off site and the requirements for renewal and creation of new leases, it was determined that specific expertise from a commercial brokerage firm would assist TOH in ensuring the best value for money. The longer-term strategy for TOH as it relates to space requirements must consider the Master Plan, the new Campus development and the likelihood that Administrative Service office space will likely not be supported by the Ministry for inclusion in the new campus redevelopment project. As such, the current thinking is that TOH should consider finding a currently built site that would permit the consolidation of the programs and services that do not need to be on a TOH campus or look towards working with a Developer that would construct the building that would house the TOH programs and services. To do this in the most effective and efficient manner, the selection of a Commercial Real Estate Brokerage firm is required to assist in determining the most cost effective and optional solution for TOH.
Objective
The prime objective of this procurement is to secure a Commercial Real Estate Brokerage firm (herein referred to as the Proponent) with expertise and experience applicable to the needs identified above.
The proponent will be able to provide TOH with accurate and timely information pertaining to available properties that TOH may wish to Lease. In addition, there will be a requirement to provide market analysis information and recommendations to support a good value for money proposition with appropriate due diligence to support a decision.
The Proponent needs to work with the designated leas from TOH and demonstrate excellent communication and interpersonal skills. The Proponent’s representatives will be well versed in working with clients from the Public Sector and understand the hospitals trade agreement obligations and other procurement related legislated requirements.
The Proponent will be proficient in writing Requests for Proposals and analyzing responses in order to provide supporting due diligence information to ensure TOH meets requirements for various trade agreements and legislative requirements.
The firm should demonstrate strong relationships with developers who work within the Ottawa market.
