This procurement is reserved for competition among Canadian Indigenous Businesses and peoples only.

Truth and Reconciliation Commission (TRC) Call to Action # 57 calls upon “federal, provincial, territorial, and municipal governments to provide education to public servants on the history of Aboriginal peoples, including the history and legacy of residential schools, the United Nations Declaration on the Rights of Indigenous Peoples, Treaties and Aboriginal rights, Indigenous law, and Aboriginal-Crown relations. This will require skills-based training in intercultural competency, conflict resolution, human rights, and anti-racism.”

In keeping with this Call to Action, the Government of Manitoba, as represented by the Minister responsible for the Civil Service Commission, requests Proposals from qualified Proponents meeting the requirements contained in this Request for Proposal (RFP) to provide Training Services to provincial public servants in the areas of:

Workshop delivery
Facilitation services
Presentations
Keynote addresses
Instructional design
Other

Proponents should have expertise in one or more of the following subject areas:

Oral traditions, traditional knowledge, and sacred teachings
Education, research and policy

Standing Offer Agreements will be established with qualified Proponents, which are expected to commence on or around July 26, 2019, ending March 31, 2021.

Service Providers will be called upon on an as, if and when required basis. Fees will be paid on a project-by-project basis. No firm commitment of project or contract value can be given for the time periods indicated in the standing offer.

The expected outcome of the procurement of Truth and Reconciliation training services uses qualifications based selection (QBS) methodology. QBS is a fair, equitable, transparent and open process for public tender, which matches the requirements set by Manitoba in this Request for Proposals (RFP) with the experiences and qualifications of eligible Proponents.
