Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects
with anticipated security requirements to provide interested contractors an
opportunity to apply for security clearances. Note that there is no guarantee
that these projects will proceed.
Description of the Construction program
The Construction Program will consist of multi-trade and single trade,
construction projects of varying sizes and complexity. The program may
include, but is not limited to new construction, repair, renovations and
maintenance of Department of National Defence (DND) infrastructure in
support of Canadian Forces Operations. Additional technical services
supporting the program may also include, but not limited to land surveying,
materials testing, geological and environmental studies.
Overall program value is estimated at $20,000,000.00 with the maximum
value of any individual project $2,000,000.00
Description of the Services
The program will consist of construction projects that may include, but are
not necessarily limited to the following:
• Structural, Mechanical and Electrical Design Projects
•Structural, Mechanical and Electrical renovation/replacement projects
•Interior/Exterior Lighting replacement/installation Projects
•Roofing Projects
•Metal Siding Projects
•Doors and Window Replacement Projects
•Hazmat Removal Projects
•Hazmat Testing Services
•Demolition Projects
•Weather Stripping Projects
•Replacement of Heating Trace projects
•Fire Sprinkler Projects
•Environmental Studies and Services projects
•Drilling Services
•Landscaping projects
•Airfield Concrete projects
•Crack Sealing for concrete and asphalt surfaces
•Asphalt Surface installation and repairs
•Materials Testing Services
•Access Control projects
•Intrusion Alarm Replacement/installations
•Perimeter Chain Link Fencing Replacement/Installation
•Surveying Services
•Geo Services
It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2019 through March 31, 2020. This is conditional on the projects receiving approval to proceed by DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
The Contractor personnel must, at all times during the performance of the Contract/Standing Offer, EACH hold a valid personnel security screening at the level of RELIABILITY granted or approved by CISD/PSPC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurement/procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP).

Contractors are asked to submit their request prior to March 31, 2020 quoting the following information:

- Level of clearance requested to be sponsored for.
