NOTICE – REQUEST FOR QUALIFICATIONS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a business corporation duly incorporated, having its registered office and principal place of business in Longueuil, Province of Québec, Canada, established pursuant to The St. Lawrence Seaway Authority Act, herein acting as the mandatary and exercising the authority of Her Majesty in Right of Canada (hereinafter referred to as the "Owner"), invites you to file a Response to Request for Qualifications No. 35001 / Champlain Bridge, Design-Build Services for the Deconstruction of the Existing Champlain Bridge (2019).
The Owner is the manager of several major civil engineering structures and as such is responsible for the Existing Champlain Bridge, which has reached the end of its useful life. The transfer of traffic from the Existing Champlain Bridge to the Samuel-De Champlain Bridge, which is under construction, is forecast for 2019. Once traffic has been transferred over, the Owner intends to begin the deconstruction of the Existing Champlain Bridge and carry out certain related work.
The Owner intends to carry out this work on a design-build basis and would like it to be completed within no more than three (3) years. The work must be performed with a view to sustainable development. A number of specific conditions for its performance will apply in the framework of this Project including, amongst other things, no disruption of navigation on the Seaway and compliance with numerous environmental constraints (migratory bird sanctuaries (MBS), fish habitat, and other issues).
This Request for Qualifications is the first step in the Owner’s procurement process for the deconstruction of the Existing Champlain Bridge. Subject to the conditions established in this Request for Qualifications, only Qualified Respondents will then be invited to take part in the ensuing Request for Proposals.

The Owner reserves the right to modify these dates at its complete discretion.
The Owner will qualify a maximum of three (3) Respondents. The Qualified Respondents will be those whose compliant Response has obtained the best score under the evaluation criteria established in this Request for Qualifications document.
This Request for Qualifications is subject to Chapter 5 Government Procurement of the Canadian Free Trade Agreement and Chapter 19 Government Procurement of the Comprehensive Economic and Trade Agreement.

By submitting a Response, the Respondent certifies that it has read all of the Request for Qualifications documents and that it accepts the conditions stipulated therein.
The deadline for receipt of Responses is Tuesday, April 23, 2019 at 3:00 p.m. Eastern Daylight Time (EDT).
Kindly return five (5) copies of your Response – Financial Component, i.e. one (1) original, three (3) bound copies, and one (1) copy on a USB key, along with nine (9) copies of your Response – Technical Component, i.e. one (1) original, seven (7) bound copies, and one (1) copy on a USB key, in two (2) separate sealed envelopes marked “Envelope A – Financial Component” and “Envelope B – Technical Component” to which you will have affixed the appropriate label specifically provided for that purpose by the Owner, to the address below, which is the one and only address for receipt of Responses.

The Owner’s office hours are: Monday to Friday, 8:15 a.m. to 12:00 noon and 1:00 p.m. to 4:30 p.m. (EDT).
No Responses received after the aforesaid closing date and time will be accepted. Responses will be deemed to have been received on the date and at the time indicated by the stamp affixed to the transmission envelope by the Owner. However, the Owner will not penalize any Respondent whose Response is received after the closing date and time if the delay is solely attributable to the Owner.
Respondents may submit their Responses in either of Canada’s two (2) official languages.
There is no guarantee that the Owner will accept any of the Responses, in particular if the Owner finds that it is not in the public interest to do so.
