Description of Procurement
The primary objective of this Request for Proposal is to retain a Roofing Contractor who specializes low-slope roof system installation in an urban environment setting. The roofing contractors must be certified by the material manufacturer to receive a minimum 20 year warranty. The project will be executed in accordance with a CCDC2, 2008, Stipulated Price Contract, including Ryerson’s Supplementary Conditions (Appendix E - Draft Agreement).

The procurement is anticipated to involve negotiation.  An electronic auction is not anticipated.

Submissions must be submitted electronically at http://ryerson.bonfirehub.ca  on or before 11:00 a.m. June 28th 2019.

The submissions will not be opened publicly.

Mandatory Submission Requirements
File #1 - Proposal Acknowledgement Form

1. Each Proponent shall complete, sign and submit a Proposal Acknowledgement Form. The Proposal Acknowledgement Form forms part of the Proposal.

1. Provide a detailed schedule showing completion dates for all major milestones included in the Price Form (Appendix D).

• If schedule shows a substantial completion date of later than September 2nd, 2019 clearly indicate the reasons under the following section on managing schedule risks.
• The schedule must also include approximately 15 days buffer period for unforeseen delays.

2. Provide a Communication Process Management Plan which includes the following:

• A template for the recording of meeting minutes and chairing regular weekly construction meetings.
• Site foreman and Project Manager to be included in all project meetings.

3. Provide a Quality Management Plan to includes following details:

• Confirm that roofing supplier technical representative will be providing regular site reviews and reports for duration of construction that will be used for conformance with warranty requirements. Roofing supplier technical review reports to be provided to the owner and roofing consultant.

1. The roofing contractor to be certified by the material manufacturer.
2. Provide three (3) examples of projects with similar scope, size/construction value completed within the last 15 years that satisfy minimum 2 of the lines below:
   1. Similar projects within institutional campuses.
   2. Similar projects within urban settings.
   3. Similar projects demonstrating construction within and around a building that remained operational throughout the project

1. Provide the following:

1. 1. Proposed project management team that will lead, direct, manage and supervise this project at Ryerson.

1. 2. Resumes of all proposed project team members.  Resumes are to outline the overall responsibility assigned to the individual for the project at Ryerson and provide information on the background and work experience of the proposed individual, including any applicable training, licensing or certification(s). Identify where applicable any professional credentials or memberships related to roofing work such as Canadian Roofing Contractors Association (CRCA) Ontario Industrial Roofing Contractors Association (OIRCA).

1. Provide a completed Price Form as set out in Appendix D – Price Form.
