This is an open to the public, 2-Envelope tender for paint removal from historic plaster.
Please contact Kelly Ann Purdy kpurdy@pcl-ed.com by e-mail with your intent to bid before 2:00:00 PM, Ottawa local time, April 10, 2023.
She will send you a link to the Invitation to Bid's Part C - Tender Package Documents.
Refer to Part A - Instructions to Bidders, Item 16 regarding this tender's Mandatory Site Visit, being held on Monday, April 10, 2023.

Bidders who attend the mandatory site visit will complete the Envelope 1 – Part D - Technical Package portion and receive a link to a file repository, to upload it in pdf format by April 17, 2023 at 2:00:00PM (Local Ottawa Time). If this tender closing is extended, the Envelope 1 deadline will be one (1) business day before the Envelope 2 tender closing.
Bidders who attend the mandatory site visit, will receive an Invitation to Tender via MERX and will upload one (1) original of the Part D - Envelope 2 – Tender Form, no later than: April 18, 2023 at 2:00:00PM(Local Ottawa Time). Bidders will submit their mandatory IPP document by MERX upload in its own PDF as set out in Part A - Instructions to Bidders, Indigenous Participation Plan, item 55.6.

The selection of a Heritage Paint Stripping and Decorative Plaster Subcontractor to perform paint removal from historic plaster, will be based on a best value approach and a two (2) envelope submission will be used.
This is a 2 Envelope Tender. Refer to Part A - Instructions to Bidders, Item 6 within the invitation to bid on MERX. Envelope 1- Techncial Package closes by way of a file repository, and Envelope 2 - Financial Package closes on MERX.

The Tender Evaluation will be based on the highest responsive combined rating of technical merit and price. The ratio will be weighted as follows:The Tender Evaluation will be based on the highest responsive combined rating of technical merit and price. The ratio will be weighted as follows:

30% for Project Team (Envelope 1 – Part D – Technical Package, and
65% for the price (Envelope 2 – Part D - Tender Form (Financial Package Portion of this RFP)
5% for the mandatory Indigenous Participation Plan, refer to Part A – Instructions to Bidders, Item 55.
Bidders that do not meet the requirements of Part D - Envelope 1 – Technical Package will be deemed non-compliant.

A mandatory site visit is required for this Tender, failure by any Bidder to attend the mandatory site visit may result in its Tender being disqualified or rejected. Bidders are to attend the site office at 111 Wellington Street, Monday, April 10, 2023, at 9:00AM. Bidders may send up to two (2) attendees per bidder company.
