Full Title: Professional Consulting Services for 2021-2022 Salter/Selkirk/William Pavement Renewals Project
The Project consists of Regional Street Renewals on Salter Avenue, Selkirk Avenue and William Avenue.
D4.2 The planned treatment for each location, the project budgets, calculated based on the respective treatments, and the assumed construction working days, provided for planning and bidding purposes, are as follows:
D4.2.1 In general, the scope of the Project is to execute the Regional Street Renewal project locations in D4.2, within the annual cash-flow limitations in D3.4.
D4.3 The Consultant is expected to complete the Preliminary Design of all locations listed in D4.2 , including:
(a) Class 3 estimates for all locations;
(b) Preliminary scheduling and staging plans for all locations, minimizing impacts to the travelling public and local businesses, schools, and residents.
D4.4 The Proponent shall prioritize the order of streets to be completed in D4.2, and complete the development of an associated yearly construction schedule
D4.5 Further to D4.3 and D4.4, following Preliminary Design, Detailed Design will proceed as per the established schedule, approved by the Project Manager.
D4.6 Assumptions to be carried for the Project include:
(a) It is not expected that any construction will occur in 2020;
(b) It is expected that all construction will be completed by the end of 2022;
(c) Construction Contracts cannot be longer than 2 years.
(d) Multiple construction contracts will be required. Contracts may include multiple locations and/or span multiple years, but total budget commitments must not extend beyond one year past a total adopted budget – assume no construction contracts longer than two-years.
D4.7 Further to D4.3 and D4.5, and without limitation to the detailed scope of services outlined throughout D4, it is expected that key issues will include (but are not limited to):
(a) Traffic management (section D4.12(a));
(b) Coordinate access with schools within the project limits;
(c) Coordination with utilities;
(d) Coordination with underground projects (section D4.12(b));
(e) Coordination with the Winnipeg Parking Authority;
(f) Coordinating with individual fronting businesses and residences, in advance of and during construction;
(g) Coordination with development projects, events, festivals; and
(h) Public information preparation/coordination during construction.
D4.8 The Services required under this Contract are identified below:
(a) Preliminary Design Services as outlined in D5;
(b) Detailed Design Services (including Tender Preparation) as outlined in D5.3;
(i) design and specification development;
(ii) drawing preparation;
(iii) procurement process.
(c) Contract Administration Services as outline in D7;
(d) Post-Construction Services as outlined in D8.
D4.9 Within the Project phases in D4.8, the Consultant may be required – depending upon location and technical scope of services – to conduct site investigation services, materials testing services, geotechnical services, Underground Structures acquisitions, pipeline loading assessments, ground-penetrating radar inspections, and/or closed circuit television (CCTV) sewer inspection and sewer assessment.
D4.9.1 Notwithstanding C8, Fees for Subconsultants engaged to perform services in D4.9 shall be payable as invoiced by the Subconsultant, plus an allowed handling fee of 5%.
D4.9.2 Consultant Fees for supervision of Subconsultants required to perform any services in D4.9 shall be included in the Consultant’s fees.
D4.10 Further to D4.1 and D4.2, the Salter, Selkirk, William street renewals include;
(a) Salter Ave – Cathedral to Slaw Rebchuk Bridge:
(i) coordination required with Transportation Division for geometric improvements;
(ii) coordination required with Traffic Signals for the adjustment of the pedestrian corridors and traffic signals as required;
(iii) coordination required with Manitoba Hydro for street lighting and hydro pole relocation as required;
(b) Selkirk Ave – Arlington to McPhillips:
(i) concrete reconstruction;
(ii) pavement design;
(iii) coordination required with Canadian Pacific Railway Company for work around Rail Crossing;
(iv) coordination required with Transportation Division for geometric improvements, participate in development of any property drawings required for an improvement; Refer to T-Drawing, T-3538;
(v) explore the use of bump outs at pedestrian corridor at Sinclair;
(vi) explore options to provide 1.5m clear walking path;
(vii) design to include an accessibility indicator surface;
(viii) coordination required with Traffic Signals for the adjustment of the pedestrian corridors and traffic signals as required;
(ix) coordination required with Manitoba Hydro for street lighting and hydro pole relocation as required;
(x) coordination with W&WD is required for a WM renewal to be done in 2021 and 2022; and
(xi) insulation of long side water services required.
(c) William Ave – Arlington to McPhillips:
(i) concrete reconstruction;
(ii) pavement design;
(iii) coordination required with Transportation Division for geometric improvements;
(iv) coordination required with Traffic Signals for the adjustment of the pedestrian corridors and traffic signals as required;
(v) coordination required with Manitoba Hydro for street lighting and hydro pole relocation as required;
(vi) Feeder main located on McPhillips;
(vii) coordination with W&WD is required for a WM renewal to be done in 2022 and confirm pending liner installation in 2020; and
(viii) insulation of long side water services required.
D4.11 Stakeholder Relations
(a) The stakeholder relations scope should include the following:
(i) The Consultants should support City staff in developing a stakeholder relations plan;
(ii) the Consultants should develop, in consultation with the City, a comprehensive stakeholder list, along with contact information and will update and maintain the list throughout the Project. The stakeholder list will identify key stakeholders in the Project area that may be impacted by the Project. This will also include groups with a high interest in the outcomes of the Project. The Consultants will organize key stakeholders into tiers based on needs, interests, and impacts on stakeholders and stakeholder groups;
(iii) development of content, including maps of the Project area and a project timeline broken into construction phases, for a project webpage that will be hosted on the City’s website;
(iv) development of graphics, cross sections and plan views that shows the general configuration to aid in showing the public what the Project and general vicinity of the project will look like. The graphics will be used for the Project website and/or public information events;
(v) meetings with key stakeholders, which may include but may not be limited to; landowners, business owners, schools, residents, provincial or federal entities, other City of Winnipeg departments, and with those affected by changes to traffic flow.
(b) All stakeholder lists, contact information and correspondence with stakeholders and the public, should be tracked by the Consultants and should be returned at the end of the Project. Stakeholder and public correspondence tracking logs and lists may be requested by the Project team during the Project.
D4.12 Further to, the Consultant will coordinate their activities with (including but not limited to):
(a) City of Winnipeg (various departments and branches), including but not limited to Public Works Engineering, Parks and Open Spaces, Traffic Signals, Traffic Services, Traffic Management, Street Lighting, Underground Structures, Streets Maintenance, Transportation Planning Division, Transit Department, Planning Property & Development Department, Real Estate, Urban Design, Insurance, Legal Services, and Materials Management;
(b) The Water and Waste Department and/or their representative(s), for the renewal or abandonment of the water mains, for the televising and renewal or abandonment of the sewer mains, water and sewer repairs, as well as insulating water services for Concrete Reconstructions;
(c) The Winnipeg Parking Authority;
(d) Winnipeg Transit regarding the impact of the Project on their operations and bus stops;
(e) Any and all Utilities or agencies having infrastructure in the Project area, or that may be impacted by the Project;
(f) City of Winnipeg Forestry Branch and the Project Manager for review of tree protection, removals and plantings for all locations; and
D4.13 Where applicable, the following shall apply to the Services:

D4.14 The following documents are to be considered, where applicable:
- OurWinnipeg (adopted July 20, 2011);
- OurWinnipeg Sustainable Transportation Strategy (adopted July 20, 2011);
- Winnipeg Transportation Master Plan (adopted November 16, 2011).
D4.15 The Project Locations and Technical Scope is subject to final approval of the Project Manager.
D4.15.1 Substitutions and/or deletions may occur within the consulting assignment and may result in an adjustment in Fees as per B8.3. Work already completed for work identified in the consulting assignment prior to the notification of adjustment in the consulting assignment will be paid at hourly rates identified in the proposal for the actual time completed prior to notification. There will be no financial compensation if there is a reduction in the consulting assignment.
D4.16 Unless otherwise specified below, Appendix A – Definition of Professional Consultant Services
– Engineering – Public Works shall be applicable to the provision of Professional Engineering services for this Project.
D4.17 The Consultant will be responsible for project reporting and support to the City’s Project Manager for project reporting in accordance with the City of Winnipeg’s Project Management Manual at http://winnipeg.ca/infrastructure/asset-management-program/templates- manuals.stm#2 and templates http://winnipeg.ca/infrastructure/asset-management- program/templates-manuals.stm#4.
