Penn-co Construction along with our partner Arctic Fresh Group, are the Construction Manager on the Parks Canada – Unheated Garage project in Resolute Bay, Nunavut. We are looking to get subtrade pricing based on the provided documents. We are planning to do as much work as we can in the Penn-co yard before we ship up to Resolute Bay.
This is a very remote fly-in/sealift accessible only community in Nunavut, so please provide accurate man-days for accommodations, accurate number of flights and accurate freight weight/volume (please be as exact as possible, as freight rates on the sealift are costly!!) and we will carry those costs. Freight charges are based on weight or volume, whichever is greater, so please factor that. We request that you crate or package your materials as per the guide(s) for sealift crating requirements. For freight, the sealift (NEAS) leaves from the Port of Becancour, Quebec (near Trois Riviere which is between Montreal and Quebec City), so either allow to freight your materials there or let me know how much you have and where it is coming from and we’ll carry those costs. If at all possible, please source materials from Montreal or the area to avoid higher than necessary trucking costs.
Flights
We will fly charter flights from Winnipeg.
From Winnipeg – Resolute. We will fly from Winnipeg to Ottawa and stay over night and then fly from Ottawa to Resolute (this is a same day flight with no overnight stops). I will allow for all flight/hotel costs but not travel time.
**Because travel is long and flight costs are high, if you have a long scope of work, try to plan for 21 day turn-arounds (or longer…).
This project is PST and HST exempt and GST is extra.
This project does not have a minimum local content requirement, but please utilize as much local resources as possible. I understand that some trades are just not able to include any.
Please break the following:
- Local labour
- Your freight weight (or volume, whichever is greater)
- Your man-days (I will carry your accommodations)
- Your travel (I will carry your flights and accommodations in travel)
Remember - there is no tax in Nunavut.

Scopes are to be based on the 2019 Edition of the Manitoba Trades Definitions (unless over-ruled by the specifications or Scope of Work packages). If your scope is not covered or defined accurately in this document, please let me know.
