Description

CCMEC is issuing an RFP for a consultant who will be in charge of developing a cost-recoverable business case and implementation plan for the pan-Canadian centre, including the identification of start-up costs associated with implementation and a user fee for test-takers. As identified in the feasibility study report of 2014, prior to the implementation plan, a detailed business case needs to be developed to determine the start-up and ongoing costs of operating the center. A number of areas would be addressed through a business case, including the:

governance model,
fee structure,
staffing levels,
implementation approaches,
appeals procedures,
document storage and sharing protocols, and
tools to support the work of the centre.

Several research methods will need to be examined in each province and territory, such as:

relevant legislation;
internal operational data and documents;
interview with stakeholders that have engaged in similar processes;
cost-benefit and cost-recovery.

The Project has to include the development of the centre’s processes and materials. Such materials would include the creation of a standardized application form to formalize the relationship between the centre and its service users (provincial and territorial regulatory authorities). A significant part of this work would involve the development of the centre’s assessment policies and procedures, including standard document verification procedures, policies regarding acceptable alternative documents and acceptable teacher-education programs, and procedures for credit-equivalency calculations. Provinces and territories would have reached a consensus on the content of the assessment report, as well as on the centre’s Web site, branding, and other communications.

The Proponent will develop a business case and an implementation plan, and establish the centre’s process and materials, while exploring issues related to ensuring consistent approaches throughout Canada. These deliverables will support government decision-making processes in 2021, which involves the actual implementation of the centre.

The Project—including in particular the collective standard-setting exercise, the identification of an appropriate cost-recovery implementation plan, and the development of common policies and practices with respect to test-taking protocols—will ensure a consistent pan-Canadian entry-to-practice standard for assessing the language competencies of teachers in Canada. Provincial and territorial governments, along with the Ontario College of Teachers and the Saskatchewan Professional Teachers Regulatory Board, will assist in the preparation and implementation of the standard assessment, which will be ready for full implementation after 2021.

This RFP contributes to two of the current Pan-Canadian Assessment Centre and Integration of IETs project’s objectives:

to establish a collective agreement across provinces and territories on the language competency standards that must be met by prospective teachers who have not completed a teacher-education program in English or French;
to develop a Pan-Canadian approach for the assessment and recognition of international qualifications held by IETs wishing to access the teaching profession in Canada.

CCMEC requires the Services of an experienced consultant who can lead a pan-Canadian process that aims to develop a business case and sustainable implementation plan for the centre and the language-competency test. The successful Proponent will have strong research and financial analysis abilities and will provide recommendations based on analysis of evidence collected throughout the Project. The Proponent must be able to complete the project within a framework that includes, but is not limited to, an evidence-based decision-making approach. The successful Proponent will also be able to carry out research in both of Canada’s official languages. In addition, the successful Proponent will have a sophisticated understanding of government decision-making processes and issues related to the exclusive provincial/territorial jurisdiction over education in Canada.

The Proponent is expected to develop a business case on the operation of the centralized centre, outlining a sustainable implementation plan with key metrics to ensure its success, especially financial for a cost-recovery model enabling the operations to be self-sustaining. The implementation plan must include a feasible, cost-recovery model for implementation and the development of common policies and practices with respect to language-competencies test-taking protocols. This will include further exploring how faculties of education at universities in Canada can support the model for the administration of the language-competencies test at various designated locations.

In the development of the implementation plan, the Proponent will examine the feasibility of administering the language competency tool from multiple locations to facilitate more timely access for applicants. The Proponent will also examine additional uses for the language competency test beyond the assessment. For example, the implementation plan could also consider the possibilities for adapting the language competency test for use in other English and French speaking countries, to develop economies of scale and keep the testing fees reasonable for applicants.

The Project is expected to take around 16 months, ideally beginning in October or November 2019. The Project tasks will not require a 100% time-commitment of the Proponent during the 16 months.
