Constituting a Tender Notice under the CFTA and CETA.
1. Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2. Description
Provision of Pre-Board Screening (PBS) Bins and Related Goods and Services
3. Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4. Estimated Quantity of Services
CATSA’s estimated immediate requirement is for a contract term of five years of pre-board screening bins for delivery by June 1, 2022.
CATSA is a Crown corporation responsible for the pre-board screening of passengers, their carry-on and checked baggage, the screening of non-passengers and the administration of the restricted area identity card allowing access to restricted airport areas using biometric identifiers. CATSA currently conducts security screening at eighty-nine (89) airports across Canada designated by the Minister of Transport.
The Goods and Related Goods and Services will be utilized to facilitate CATSA’s security screening operations at any of CATSA’s Designated Airports, for use as receptacles to transport passenger belongings and carry-on baggage through PBS X-ray machines, during the security screening process at PBS checkpoints, or other such areas as CATSA may require.
CATSA has determined, through testing and trials, that the Cambro bin, product model no. 18263P (the “Incumbent Good”), provides optimal operational results with the PBS X-ray screening equipment currently deployed at Designated Airports. The technical specifications of the Incumbent Good are provided in Section 4 (Goods Specifications and Drawing) of Schedule “A” in the RFP.
In order to support additional PBS screening requirements, CATSA requires some of the bins be affixed with labels, including, but not limited to, unique bin identifiers and X-ray visible markers, (collectively the “Labeled Goods”). Such Labeled Goods are currently deployed at some Class 1 Designated Airports. CATSA anticipates Labeled Goods will be deployed at Class 2 Designated Airports during the Term of any resulting contract, to meet growing operational requirements. A list of CATSA locations is provided in the RFP.
5. Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of five years, renewable for an additional period of five years at CATSA’s sole option.

The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

M1 The bidder must provide a statement in the form of a letter within its Technical Offer that its proposed Good is the Incumbent Good, or, a Functional Equivalent (as defined in Schedule “A-1” (Goods Specifications and Drawing) of the RFP.
The statement must include the product brand and/or manufacturer, product number, and description.
Bidders proposing a Functional Equivalent shall submit a sample Good for CATSA inspection by the Deadline for Submission of Samples identified in Section 3 of the RFP.

10. Trade Agreement

- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and The Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
