End-to-End Consulting Services for an Expansion of Microsoft Teams Functionality
Notice of Proposed Procurement
1. Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2. Estimated Contract Value
$200,000 for the Initial Term and $23,250 for the optional Extension Term, excluding applicable taxes
3. Description
CATSA has a requirement for end-to-end consulting services for an expansion of the Microsoft Teams (“MS Teams”) functionality, as further described in Schedule “A” (Statement of Work). The Contractor will complete the enhancement of MS Teams including planning, configuring, training and creating take-to-company materials for the fulsome use of the MS Teams application by March 31, 2024. Financial Offers must be equal to or below the budget of $200,000 Canadian dollars, exclusive of applicable taxes, to be considered. The Initial Term is from the Contract effective date to March 31, 2024, with one six-month optional extension period that may be exercised at CATSA’s option.

4. Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
5. Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be from the Contract effective date to March 31, 2024, with one six-month optional extension period that may be exercised at CATSA’s sole option.
6. Address for Submission of Questions and Proposals; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
7. Mandatory Requirements
The RFP contains no mandatory requirements.
8. Rated Requirements
The RFP contains details of the rated requirements. Bidders must achieve a Technical Score of seventy (70) points out of a maximum of one hundred (100) points in order to be given further consideration.
9. Contractor Selection
The proposal with the highest Weighted Score as determined by combining the bidder’s Technical (70%) and Financial Scores (30%) will be, subject to Schedule “G” (Security Requirements Assessments), recommended for award of a contract without limitation to any other provision in this RFP, including but not limited to Section 11 (CATSA’s Reserved Rights) of the RFP, provided that the total Evaluated Price does not exceed the published budget available for this requirement.
10. Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
