Description

1.0 Introduction

The Canadian Air Transport Security Authority (“CATSA”) was established by the Canadian Air Transport Security Authority Act (Canada) as a Crown corporation and was given a mandate for effective and efficient airport screening in the public interest. It is funded by federal parliamentary appropriations and reports to Parliament through the Minister of Transport. CATSA was established in 2002 as part of an enhanced air travel security system following 9/11. CATSA operates under a third-party business model and directly employs approximately four hundred and forty-eight (448) full time staff. CATSA delivers its mandate by contracting with private sector contractors who currently employ approximately nine thousand (9,000) Screening Officers to conduct screening at designated airports across Canada. 2.0 Description

CATSA has a requirement to establish four contracts for the delivery of airport screening services (each an Airport Screening Services Agreement (“ASSA”)) at designated Canadian airports starting April 1, 2024 for a term of five years, renewable for two additional five-year periods, at CATSA’s sole and absolute option, as further described in Appendix “A” (Terms of Reference) of RFP Stage 1. Subject to the terms of the RFP, one ASSA will be awarded for each of the Eastern, Central, Prairies, and Pacific regions. An Eligible Bidder (as defined herein) may be awarded up to a maximum of two ASSAs.

This is Stage 1 of a two-stage procurement. RFP Stage 2 will be sent directly to bidders that are shortlisted through this RFP Stage 1. RFP Stage 1 and RFP Stage 2 shall be collectively, the “RFP”.

An organization that has an active ASSA with CATSA, as of the Deadline for Proposals for RFP Stage 1, MUST submit a proposal in response to RFP Stage 1 in order to be evaluated as a potential Eligible Bidder to receive RFP Stage 2.

“Eligible Bidder” means a bidder that submitted a proposal in response to this RFP Stage 1 and, in accordance with the evaluation process outlined in Appendix “C” (Evaluation and Shortlisting Process) of RFP Stage 1, was subsequently shortlisted for direct issuance of RFP Stage 2.

3.0 Procurement Method

This RFP establishes an open tendering process to enter into non-exclusive contracts.

The question acceptance deadline and the closing date are set out in the “Dates” section above. Questions and proposals must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.

5.0 Security Requirements
Appendix “A-1” (Security Requirements) of RFP Stage 1 outlines: i) the security requirements for an Eligible Bidder to access security sensitive and/or information that is confidential in nature for the purpose of preparing a proposal in response to RFP Stage 2; ii) the process for obtaining a provisional security clearance for individuals requiring access to the RFP Stage 2 information package; and iii) the security requirements that will be applicable to any resulting ASSA. Additional details with respect to security requirements for the resulting ASSAs, including any options for sponsorship by CATSA, will be provided to Eligible Bidders in RFP Stage 2.

6.0 Mandatory Requirements
RFP Stage 1 contains details of the mandatory requirements. Technical offers will be reviewed for compliance with the mandatory requirements to confirm that the information, statements and supporting material in the bidder’s technical offer substantiate a compliant response. Mandatory requirements will be confirmed on a simple pass or fail basis.

7.0 Rated Requirements
RFP Stage 1 contains details of the rated requirements. Bidders must achieve a minimum technical score of sixty-five (65) points out of a maximum of one hundred (100) points.

8.0 Selection of Eligible Bidders
The bidders that have met the minimum technical score will be shortlisted to proceed to the next step of the evaluation and selection process as Eligible Bidders. For clarity, no contract shall be awarded nor will any further rights be granted as a result of RFP Stage 1.

9.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
